Some held good jobs with growth potential, some cycled in and out of low-paying jobs, some worked part time, and others stayed out of the labor force entirely. Scholars have closely analyzed the economic consequences of these varied trajectories, but little research has focused on the consequences of a mother's career path on her children's development. Making It Work, edited by Hirokazu Yoshikawa, Thomas Weisner, and Edward Lowe, looks past the economic statistics to illustrate how different employment trajectories affect the social and emotional lives of poor women and their children. Making It Work examines Milwaukee's New Hope program, an experiment testing the effectiveness of an anti-poverty initiative that provided health and child care subsidies, wage supplements, and other services to full-time low-wage workers. Employing parent surveys, teacher reports, child assessment measures, ethnographic studies, and state administrative records, Making It Work provides a detailed picture of how a mother's work trajectory affects her, her family, and her children's school performance, social behavior, and expectations for the future. Rashmita Mistry and Edward D. Lowe find that increases in a mother's income were linked to higher school performance in her children. Without large financial worries, mothers gained extra confidence in their ability to parent, which translated into better test scores and higher teacher appraisals for their children. JoAnn Hsueh finds that the children of women with erratic work schedules and non-standard hours—conditions endemic to the low-skilled labor market—exhibited higher levels of anxiety and depression. Conversely, Noemi Enchautegui-de-Jesus, Hirokazu Yoshikawa, and Vonnie McLoyd discover that better job quality predicted lower levels of acting-out and withdrawal among children. Perhaps most surprisingly, Anna Gassman-Pines, Hirokazu Yoshikawa, and Sandra Nay note that as wages for these workers rose, so did their marriage rates, suggesting that those worried about family values should also be concerned with alleviating poverty in America. It is too simplistic to say that parental work is either "good" or "bad" for children. Making It Work gives a nuanced view of how job quality, flexibility, and wages are of the utmost importance for the well-being of low-income parents and children.

Book excerpt: As the United States emerges from the Great Recession, concern is rising nationally over the issues of income inequality, stagnation of workers' wages, and especially the struggles of lower-skilled workers at the -bottom end of the wage scale. While Washington deliberates legislation raising the minimum wage, a number of major American employers—for example, Aetna and Walmart—have begun to voluntarily raise the pay of their own lowest-paid employees. In this collection of essays, economists from the Peterson Institute for International Economics analyze the potential benefits and costs of widespread wage increases, if adopted by a range of US private employers. They make this assessment for the workers, the companies, and for the US economy as a whole, including such an initiative's effects on national competitiveness. These economists conclude that raising the pay of many of the lowest-paid US private-sector workers would not only reduce income inequality but also boost overall productivity growth, with likely minimal effect on employment in the current financial context. "It is possible to profit from paying your employees well…and increasing lower-paid workers' wages is the way forward for the United States," argues Adam S. Posen in his lead essay (reprinted from theFinancial Times). Justin Wolfers and Jan Zilinsky argue that higher wages can encourage low-paid workers to be more productive and loyal to their employers and coworkers, reducing costly job turnover and the need for supervision and training of new workers. Tomas Hellebrandt estimates that if all large private sector corporations in the United States outside of sectors that intensively use low-skilled labor increased wages of their low-paid workers to $16 per hour, the pay of 6.2 percent of the $110 million private-sector workers in the United States would increase on average by 38.6 percent. The direct cost to employers would be $51 billion, only around 0.3 percent of GDP. Jacob Kirkegaard and Tyler Moran explore the experience of employers in other advanced countries, with its implications for international competitiveness, and Michael Jarand assesses the impact of a wage increase on the near-term development of the US macroeconomy. Book excerpt: Unlike the well-developed literature on the employment impact of the minimum wage in industrial nations, very little is known about minimum wage effects in low income countries. Minimum wages increased sharply in Indonesia between 1990 and 1996 and by more in some provinces than in others. Following Card and Krueger (1994) the authors exploit the large geographic variation in the rate of increase and compare changes in employment in the clothing, textile, footwear, and leather industries on either side of the Jakarta-West Java border. They use household level labor market data to establish compliance with the legislation. They obtain matched difference-in-difference estimates of the employment impact using a census of all large and medium-size firms in the clothing, textile, leather, and footwear industries. Alatas and Cameron find some evidence of a negative employment impact for small, domestic firms but no employment impact for large firms, foreign or domestic.This paper - a product of the Environment and Social Development Sector Unit, East Asia and the Pacific Region - is part of a larger effort in the region to assess the poverty situation and related issues.

It is at the core of the 17 goals of the UN 2030 Agenda for Sustainable Development. This book contributes to this important discussion by presenting assessments of the measurement and analysis of global inequality by leading inequality scholars, aligning these to comprehensive reviews of inequality trends in five of the world's largest developing countries—Brazil, China, India, Mexico, and South Africa. Each is a persistently high or newly high inequality context and, with the changing global inequality situation as context, country chapters investigate the main factors shaping their different inequality dynamics. Particular attention is paid to how broader societal inequalities arising outside of the labour market have intersected with the rapidly changing labour market milieus of the last few decades.
