Este manual sintetiza y difunde conocimientos sobre planificación, implementación y operación de los proyectos ferroviarios urbanos para: i) destacar la necesidad de realizar estudios tempranos y planificar los proyectos, ii) contribuir a que los proyectos sean más sostenibles (desde el punto de vista económico, social y ambiental); iii) mejorar los beneficios socioeconómicos de los usuarios y el acceso de estos a distintas oportunidades; iv) maximizar el valor de la participación privada, cuando corresponda, y v) fortalecer la capacidad de las instituciones encargadas de la gestión e implementación de los proyectos. Se ofrece experiencia para lidiar con los desafíos técnicos, institucionales y financieros a los que se enfrentan los tomadores de decisiones de proyectos ferroviarios urbanos. Se reúnen los conocimientos especializados del personal del Banco Mundial y el aporte de numerosos especialistas para sintetizar buenas prácticas y recomendaciones basadas en experiencia global que no responden a intereses comerciales, financieros ni políticos, entre otros. El material presentado tiene como objetivo servir de guía imparcial para maximizar el impacto y afrontar los desafíos que conllevan los sistemas ferroviarios urbanos en las ciudades de países desarrollados y en desarrollo. No se brinda un enfoque único, sino que se reconocen las complejidades y los distintos contextos existentes cuando se aborda un proyecto de desarrollo ferroviario urbano; de ese modo, se apoya a las autoridades a prepararse para formular las preguntas adecuadas, analizar las cuestiones clave, llevar a cabo los estudios necesarios, aplicar las herramientas apropiadas y aprender de las buenas prácticas internacionales, todo ello en el oportuno momento del proceso de desarrollo del proyecto.

Are the developing countries wrong to assume that their economic advancement depends on a transfer of wealth from the richer nations? Sir W. Arthur Lewis's provocative analysis of the present economic order and its origins suggests that the answer to both questions is yes. Professor Lewis perceptively illuminates aspects of recent economic history that have often been overlooked by observers of international affairs. He asks first how the world came to be divided into countries exporting manufactures and countries exporting primary commodities. High agricultural productivity and a good investment climate allowed countries in Northwest Europe to industrialize rapidly, while the favorable terms of trade they enjoyed assured them and the temperate lands to which Europeans migrated of continuing dominance over the tropical countries. At the core of the author's argument lies the contention that as the structure of international trade changes, the tropical countries move rapidly toward becoming net importers of agricultural commodities and net exporters of manufactures. Even so, they continue to depend on the markets of the richer countries for their growth, and they continue to trade on unfavorable terms. Both of these disadvantages, he concludes, stem from large agricultural sectors with low productivity and will disappear only as the technology of tropical food production is revolutionized. Y por la que siempre se tendrá que estar dispuesto a padecer. En 150 años, el deporte que nace en el corazón de la Inglaterra de la Revolución Industrial pasó por innumerables periodos de transformación y de adecuación a las diversas culturas. Se fue moldeando a la diversidad de idiosincrasias de las sociedades a las que se fue incorporando, agregó costumbres locales respondiendo a un prolongado y largo proceso de maduración y, cuando parecía consolidado, acabó sometido a las leyes del mercado y sumergió en una nueva aventura revolucionaria, pautada por la tecnología, por la velocidad de transmisión de la información y por la globalización.
