Since 1994, PELA has conducted around 9,000 personal interviews with representative samples of the Legislative Powers of 18 Latin American countries, generating a unique resource for the study of political elites in a comparative perspective. Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. These chapters aim to examine parliamentarian elites’ attitudes in different political systems with regard to a variety of relevant issues such as institutional trust, satisfaction with democracy, Executive-Legislative relations, clientelism, and gender questions. Furthermore, these chapters intend to evince the evolution of such attitudes in the course of the last two decades. Linear planning, commonly discussed in the past as a method which plans the development of the city, is completely redefined here in the form of a design approach inspired by projects shaped by linear routes, such as cycle or walking paths. Such concept is applied to the urgent topic of territorial marginality which specifically neglects rural and mountainous areas and recently is coped by European and National policies. The analysis of these policies demonstrates the necessity of alternative strategies equipped to deal with both the internal and external causes that determine the critical conditions in these fragile environments. By implementing the concept of linear planning in these contexts, this book proposes to enlarge the perspective of traditional policies contrasting the regional inequalities that usually determine the design of projects just within the boundaries of the marginal areas. Cycle and walking paths are experimental cases of linear planning as they have not been influenced or formed by political boundaries and therefore are able to equally involve both the central and marginal zones. This book presents a review of current issues such as regional inequalities, with attention to their related policies, as well as an analysis of the concept of linear planning as seen through the study of one of the most famous cases of a walking path—the Way of St. James in Spain.

Based on a survey of the country’s elites, this study examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).
