Book Long term Implications of the 2016 Future Years Defense Program

Download or read book Long term Implications of the 2016 Future Years Defense Program written by David Alan Arthur and published by . This book was released on 2016 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Although funding decisions are usually made on an annual basis, decisions about national defense that are made today -- whether they involve issues such as weapon systems, military compensation, or numbers of personnel -- can have effects on the composition and costs of the nation's armed forces that last for many years. To provide information about its plans beyond the coming year, the Department of Defense usually prepares a Future Years Defense Program in conjunction with its annual budget request. The FYDP is a detailed description of DoD's plans and its estimate of the cost of those plans over the coming five years. The most recent plan, the 2016 FYDP, was issued in March 2015 and covers fiscal years 2016 to 2020. Although DoD published information about even longer term plans for some activities, such as shipbuilding and aircraft procurement, details about most activities beyond the FYDP period (and, therefore, estimates of DoD's total annual cost beyond that period) are not released to the public or provided to the Congress because they are either undetermined or yet to be officially adopted. To proved a more complete picture of the funding that might be needed to implement DoD's current defense plans over the longer term, the Congressional Budget Office has, since 2003, projected DoD's total costs for roughly 10 years beyond the FYDP period. This report presents CBO's analysis of the 2016 FYDP and an extension of those plans from 2021 through 2030. The extension beyond the FYDP period is based on DoD's current cost estimates for its planned programs and activities and, where DoD estimates are not available, COB's estimates of prices and compensation trends for the overall economy. The analysis does not predict future DoD budgets but rather extrapolates DoD's cost estimates with the assumption that the primary aspects of its plans -- specifically, the size and composition of the military force, and the type, quantity, and schedule of major weapon purchases -- do not change"--Page 1.

For this analysis, the report used the FYDP provided to the Congress in April 2010, which covers fiscal years 2011 through 2015 the most recent plan available when this analysis was conducted. Book An Analysis of the Obama Administration s Final Future Years Defense Program

Download or read book An Analysis of the Obama Administration s Final Future Years Defense Program written by David Alan Arthur and published by . This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In most years, the Administration develops a five-year defense plan, called the Future Years Defense Program (FYDP), associated with the budget that it submits to the Congress. That multiyear plan encompasses the Department of Defense (DoD's) expectations for its normal, peacetime activities. This report describes the Congressional Budget Office's analysis of the Obama Administration's 2017 defense plan, which was issued in April 2016 and spanned the period from 2017 through 2021. Because decisions made now can have longer-term consequences, CBO has projected the costs of that plan through 2032. The Trump Administration has indicated its intention to substantially change those plans -- for example, to increase the size of the military and to reevaluate plans for the procurement of several major weapons systems. The findings of this analysis can serve as a basis for assessing the scope, magnitude, and long-term budgetary implications of the proposed policy changes"--Summary.

Book System Sustainment Acquisition And Engineering Processes For The Sustainment Of Critical And Legacy Systems

Download or read book System Sustainment Acquisition And Engineering Processes For The Sustainment Of Critical And Legacy Systems written by Peter Sandborn and published by World Scientific. This book was released on 2022-08-16 with total page 387 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Sustainment' (as commonly defined by industry and government), is comprised of maintenance, support, and upgrade practices that sustain or improve the performance of a system and maximize the availability of goods and services while minimizing their cost and footprint or, more simply, the capacity of a system to endure. Sustainment is a multi-trillion-dollar enterprise for critical systems, in both government (infrastructure and defense) and industry (transportation, industrial controls, data centers, and energy generation). This book is a mix of engineering, operations research, and policy sciences intended to provide students with a thorough understanding of the concept of sustainability and sustainable product life-cycles, and an appreciation of the importance of sustaining critical systems. It starts from the key attributes for system sustainment that includes data analytics, engineering analysis and the public policy needed to support the development of technologies, processes, and frameworks required for the management of sustainable processes and practices. The specific topics covered include: acquisition of critical systems, reliability, maintenance, availability, readiness, inventory management, supply-chain management and risks, contracting for sustainment, and various analysis methodologies (discounted cash flow analysis, discrete-event simulation and Monte Carlo methods). Practice problems are included at the end of each chapter.

Book Explaining Contemporary Asian Military Modernization

Download or read book Explaining Contemporary Asian Military Modernization written by Sheryn Lee and published by Routledge. This book was released on 2021-04-20 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book proposes a novel theoretical framework of "interactive arming" in order to explain armament dynamics in contemporary Asia. Frequently, the modernisation of contemporary naval forces in Asia is described as an "arms race," with the underlying assumption being that weapons acquisitions and increases in defence expenditure are competitive and bilateral and due to conflicting purposes or mutual fears. This book argues that the concept of an arms race is an unsuitable one for explaining contemporary military modernisation in 21st-century Asia. Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. This book will be of much interest to students of Asian security, strategic studies and international relations in general.
