It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Researchers and practitioners are beginning to look to community-based participatory research (CBPR) approaches in their efforts to address social problems with those directly affected by them. Yet additional methods and tools are needed. In this article, we propose storytelling as a participatory method in the context of peacebuilding. Drawing on the Conflict Family, an example of cultural storytelling from a locally led peacebuilding initiative in Ghana, we illustrate the ways in which storytelling emerged as a co-constructed, culturally relevant, collaborative, reflexive, and memorable participatory strategy that functioned as a catalyst for action. Storytelling helped create a dialogic space for participants to discuss land disputes in their communities. This study contributes to what is known about storytelling by showcasing how cultural storytelling can promote local citizens' ownership for CBPR approaches. It also reveals the ways storytelling can serve as a CBPR method that encourages a relational orientation and the co-construction of meaning, as well as inspire transformation among local citizens, particularly in conflict situations and peacebuilding contexts.

In particular, the book is concerned with examining if, and how, these shifts have significantly altered how we think about peacebuilding beyond the ‘liberal peacebuilding’ paradigm. To do so, the book engages with the logic of critique that has led to the emergence of different theoretical approaches to peacebuilding, from hands-on institutionalisation, to the ‘local turn’. It uses the case of Kosovo to understand how a lessons-learnt approach facilitated the shift towards more invasive and intrusive forms of peacebuilding first. However, it is also crucial to understanding the recent local turn, as the rise of local ownership discourses in Kosovo is fundamentally tied to the critiques of extensive international missions, and the associated resistance and marginalisation of local agency. The book examines the implications of the framing of ‘everyday’ agency in order to assess the extent to which these bottom-up approaches have been able to by-pass the problems attributed to the liberal peace approach. It argues that despite its critical and radical intentions, the local turn retains certain foundational modernist and positivist qualities that have so far characterised the very mainstream approaches these critiques claim to transcend. This book will be of much interest to students of peacebuilding, statebuilding, peace and conflict studies, security studies and International Relations in general.

This book argues that understanding communicative peacebuilding in this way is fundamental to the achievement of self-sustainable everyday peace.

Book excerpt: Despite deep roots in local community organizing and peace activism, the peacebuilding field over the past two decades has evolved into a stratified, and often disconnected, community of academics, policymakers, and practitioners. While the growth into a more recognized and professionalized field has led to significant improvements in how decision-makers and influential thinkers accept peace and conflict resolution theory and practice, it has also left certain communities behind. Individual activists, community-based groups, and locally-led civil society organizations – in other words, the people most directly experiencing the results of violent conflict and striving to overcome and transform it - remain notably on the margins of what has become the more recognized “international peacebuilding field.” As a result, the inherent links between policies and practices of the global North, particularly the United States, where much of the professional peacebuilding community is concentrated, and the daily realities of rising violence and collapsing order experienced by communities in the global South, are glossed over or apportioned to the fields of political science or international affairs. Similarly, the daily community level efforts of people and groups within the United States and other global North countries seeking to address drivers of violence and injustice in their own communities are largely disconnected from the struggles of communities living inside recognized war zones for a more peaceful and just future. These disconnects within the peacebuilding field have increasingly become obstacles to its further evolution and improvement. Without a serious shift in direction toward more integrated, interconnected, and intersectional understanding and approaches, the peacebuilding field threatens to become just another Western-driven industry in which powerful decision-makers, politicized funding, and large international bureaucracies sustain themselves. Reconnecting the field with its roots of community-based activism, organizing, and courageous leadership is urgently needed, and a necessary step to improving our collective efforts to build a more peaceful, just, and sustainable world. Drawing on the voices and experiences of community-based peace leaders around the world, this book envisions a new way of working together as a truly local and global peacebuilding field - one in which undoing the roots of violence and injustice is not something that takes place “in the field”, but in the streets of our own neighborhoods and in solidarity with others around the world.

Book excerpt: Most recent works about the efforts of local communities caught up in a civil war have focused on their efforts to remain places of security and safety from the violence that surrounds them—neutral peace communities or zones. This book, in contrast, focuses on local peace communities facing new challenges and opportunities once a peace agreement has been signed at the national level, such as those in South Africa, the Philippines, Burundi, East Timor, Sierra Leone, and the present peace process in Colombia between the FARC and the Colombian Government. The communities’ task is to make a stable and durable peace in the aftermath of a violent civil war and a deal on which local people have usually had little or no influence. Such agreements seek to involve them in both short and longer term peace-building, and expect local communities to cope with problems of armed ex-combatants, IDPs and refugees, law and order in the absence of much state presence, high unemployment and the need for widespread and massive reconstruction of physical infrastructure damaged or destroyed during the war. How local communities have coped with the demands of “peace” is thus the theme that runs through each of these individual chapters, written by authors with direct experience of grassroots communities struggling with such “problems of peace.”
