Together, they explore how local social and political forces are articulated in the national and party organizations; they also reveal how the study of comparative local politics provides vitality for the study of national politics. Cold War-related research has mostly interpreted it as an instrument to pursue European integration, or to solidify détente "from below". However, municipalities were not only administrative, neutral actors, but also bearers of political content. This is particularly visible in the case of Italian towns located in the Western bloc, guided by socialist-oriented administrations, and their "twin" counterparts in the German Democratic Republic. This volume explores the connections initiated by such towns in the 1960s-1970s, focusing on socialist-specific conceptions which fueled the policies implemented by "red" municipalities, in managing local economies and social policies, but also in maintaining a lively and interconnected transnational microsociability among grassroots activists. Despite the increasing ideological divergences between Eastern and Western communists, and between Italian democratic communists and the more dogmatic and repressive, strictly pro-Soviet ones in the GDR, communication continued to flourish on the local level. The book explores what still linked the two worlds together, the "bright side of socialism": in this case, a common symbolism related to the past, practical exchanges in the present dimension, and a shared future imagination and conception of the town on the basis of a socialist horizon, built around welfare and services for citizens and workers.

The different trajectories of political development in post-communist countries are traced through cases from within the post-communist region that exhibit maximum variation in terms of both background variables and outcome. Six countries - Kazakhstan, Georgia, Estonia, Slovenia, the Czech Republic and Poland - have been selected. Following the Tocquevillian tradition, a 'method' of indirect comparison where in-depth knowledge of a country based on linguistics and history is held up against existing concepts, six country specialists have drawn broad pictures of what characterises 'their' country in terms of political and economic reform, state building and nation building, at the same time placing developments within the international context. The book argues that the elite constellation along two dimensions - consensus about the direction of policy and institutions, and the extent of inclusion of elite interests in decision making - is specific to each country and points to the direction of future developments.

However, prior research has focused primarily on the institutional legacy of communism. Communism's Shadow instead turns the focus to the individuals who inhabit post-communist countries, presenting a rigorous assessment of the legacy of communism on political attitudes. Post-communist citizens hold political, economic, and social opinions that consistently differ from individuals in other countries. Grigore Pop-Eleches and Joshua Tucker introduce two distinct frameworks to explain these differences, the first of which focuses on the effects of living in a post-communist country, and the second on living through communism. Drawing on large-scale research encompassing post-communist states and other countries around the globe, the authors demonstrate that living through communism has a clear, consistent influence on why citizens in post-communist countries are, on average, less supportive of democracy and markets and more supportive of state-provided social welfare. The longer citizens have lived through communism, especially as adults, the greater their support for beliefs associated with communist ideology—the one exception being opinions regarding gender equality. A thorough and nuanced examination of communist legacies' lasting influence on public opinion, Communism's Shadow highlights the ways in which political beliefs can outlast institutional regimes.

Many commentators have alluded to the unique nature of Russia's dual transition and its difficult task of simultaneously reforming its economy and polity. But there is in fact a third transition under way in Russia that is of no less importance, the need to reconfigure central-local relations and to create a stable and viable form of federalism. Federal states are much more difficult to set up than unitary ones, and forging a new federal system at the same time as privatising the economy and trying to radically overhaul the political system has clearly made Russia's transition triply difficult. The book discusses how Vladimir Putin has re-asserted the power of the centre in Russia, and tightened the federal government's control of the regions. It shows how, contrary to his rhetoric about developing Russia as a free and democratic state, authoritarianism has been extended - through his reorganisation of the Federation Council, his usurpation of powers to dismiss regional assemblies and chief executives, and his creation of seven unelected super-governors. The book explores a wide range of issues related to these developments, including a comparative study of Russian federalism and local politics, ethnic federalism, the merging of federal units, regional governors, electoral and party reforms, and regional and local politics. Book excerpt: From 1998 to 2005, six elections took place in postcommunist Europe that had the surprising outcome of empowering the opposition and defeating authoritarian incumbents or their designated successors. Valerie J. Bunce and Sharon L. Wolchik compare these unexpected electoral breakthroughs. They draw three conclusions. First, the opposition was victorious because of the hard and creative work of a transnational network composed of local opposition and civil society groups, members of the international democracy assistance community and graduates of successful electoral challenges to authoritarian rule in other countries. Second, the remarkable run of these upset elections reflected the ability of this network to diffuse an ensemble of innovative electoral strategies across state boundaries. Finally, elections can serve as a powerful mechanism for democratic change. This is especially the case when civil society is strong, the transfer of political power is through constitutional means, and opposition leaders win with small mandates.
