Download or read book Regulating Local Government Financing Vehicles and Public Private Partnerships in China written by Hui Jin and published by International Monetary Fund. This book was released on 2016-09-21 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper, we argue that there is much room for China to strengthen its regulatory framework for public-private partnerships (PPPs). We show that infrastructure projects carried out through local government financing vehicles (LGFVs) were largely unregulated PPPs, and significant fiscal risks have already manifested themselves. While PPPs can potentially provide efficiency gains, they can also be used by governments to circumvent budgetary borrowing constraints. Therefore, effective PPP regulation is key to delivering PPPs’ benefits while containing their potential fiscal risks. The authorities have taken concrete steps in order to establish a sound regulatory framework and foster a new generation of PPPs. However, to make the framework effective, we highlight a few issues to be resolved. Based on international best practice, we propose a four-pillar regulatory framework for China, which could be implemented gradually in three stages.
Download or read book The Future of National Development Banks written by Stephany Griffith-Jones and published by . This book was released on 2018 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: For a long time the topic of national development banks was limited to a debate between admirers and detractors of these institutions, often inserted into a more general debate of state versus markets. Since the 2007/8 North Atlantic financial crisis however, interest and support for these institutions has broadly increased in both developing and developed countries. Key issues such as understanding how development banks work, what their main aims are, and what their links with the private financial and corporate sector are have come to the forefront, and there is an increased interest in what instruments, incentives, and governance work better in general and in particular contexts. The Future of National Development Banks provides an in-depth study of several key examples of these institutions based in Brazil, Chile, China, Colombia, Germany, Mexico, and Peru. It explores horizontal issues such as their role in innovation and structural change, sustainable infrastructure financing, financial inclusion, and regulatory rules. It provides both research and policy-oriented perspectives on how these banks can make a significant contribution to a countries' development, and analyses their roles within broader economic policy, their governance, and the main instruments they use to perform their function. The Future of National Development Banks has important policy implications for countries that have these institutions and can improve them, and countries that do not have them yet and can learn from best practice.

Download or read book Developmental Local Governance written by Eris D. Schoburgh and published by Springer. This book was released on 2016-01-26 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary purpose of this edited collection is to evaluate critically the relationship between local government and national economic development. It focuses on how the relationship between local government and development is structured, and the specific institutional arrangements at national and subnational levels that might facilitate local government's assumption of the role of development agent. In light of the contradictory outcomes of development and implied experimentation with new modalities, post-development discourse provides a useful explanatory framework for the book. Schoburgh, Martin and Gatchair's central argument is that the pursuit of national developmental goals is given a sustainable foundation when development planning and strategies take into account elements that have the potential to determine the rate of social transformation. Their emphasis on localism establishes a clear link between local government and local economic development in the context of developing countries.
Download or read book Decentralization Local Governance and Localizing the Sustainable Development Goals in Asia and the Pacific written by Bruno Carrasco and published by Taylor & Francis. This book was released on 2022-10-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Download or read book The Political Economy of China s Great Transformation written by Xingyuan Feng and published by Routledge. This book was released on 2016-07-15 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Political Economy of China’s Great Transformation consists of three parts: first, covering the current political transformation, providing a general political background for the socio-economic, fiscal and urban and rural transformation. The book analyses the economic transformation and addresses the shortcomings of existing interpretations of the "Chinese Miracle" and develops a new multi-dimensional framework. In addition, it shows how the private sector has been developing and what a major role it is playing in pushing forward the overall economic development. The book also focuses on the analysis of China’s fiscal transformation. With the set of refined principles of fiscal federalism that the author has developed, it examines the problems of Chinese fiscal federalism in contrast to them. It further elaborates on topics such as the local government debt and explains why further reforms are necessary, making this book a very comprehensive read to understand China’s progress.

Book excerpt: For those wishing to acquire knowledge on national development issues, this comprehensive compendium traverses a spectrum of subjects that the audience ought to be well acquainted with. The Editors provide instructive findings regarding national development, economic growth and their determinants, but they also offer historical perspectives on the subject and the implications for developing countries. The book addresses a suite of critical themes regarded by development experts to be germane in considering the pertinence of policies and their effective execution. These seven general thematic areas are explored: ¢ Leadership, governance, policy and strategy ¢ Public sector and public financial management ¢ Culture, institutions and people ¢ Natural resources ¢ Science, technology and infrastructure ¢ Private sector and financial markets ¢ Marketing, branding and service delivery This thematic approach enables the contributors to explore the impact of the constituents of each subject area on national development, within the context of a developing economy. The significance of the findings for the relevant stakeholders is consequently reviewed. The combination of theory and practice makes the book and its contents unique.

Download or read book Development of a Society on Wheels written by Junxiu Wang and published by Springer. This book was released on 2018-11-01 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using quantitative research, this volume investigates the characteristics, problems and trends of the automobile society in China’s mega cities and large cities. It also addresses topics related to cars and cities, traffic safety and cars’ consumption. China has experienced more than 30 years of rapid economic development, and people's living conditions have greatly improved. One of the symbols of this is family-car ownership, which has increased year by year. China is rapidly becoming an automobile society like North America. But China has huge population and limited urban space, and most of the cities are deteriorating environmentally. Added to this are the low degree energy self-sufficiency and people’s lack of awareness of traffic rules, all of which have brought various social problems, such as traffic congestion, lack of parking spaces, air pollution, energy shortage and frequent accidents. The volume presents a series of studies examining the characteristics and problems of China's automobile society development from the perspective of sustainable development. The reports in the volume are both academic and highly readable, making it an interesting resource for researchers and general readers alike. It offers insights into the trends and problems of private cars in China, as well as observations on China’s social change through the unique medium of cars.
