In particular, it addresses the much debated questions of why Communist Party officials at the local level embraced market reform despite its potentially detrimental effects on their power, and how the choices they made have shaped institutional changes and the pattern of development in the economies under their jurisdiction. In contrast to most recent studies of local governments in China, which have tended to explain local state activism in terms of the economic interests of local government officials, this book highlights the role that political interests have played in shaping economic behaviour. The contention is that the active involvement of local governments in the economy has been motivated not only by a desire to seek economic benefits, but also, and more importantly, by political considerations. The political perspective emphasised in this book leads to a reassessment of the nature and effect of the role of local government in the economic growth and institutional changes in China's transitional economy. Tracing the behaviour of local government to its political origin, the book not only explains more fully the motivational sources of economic activism at the local level, but also demonstrates the contradictory ways in which local governments intervene in the economy, the internal weakness of the local state-led development, and how problems caused by politically-motivated economic intervention catalysed the privatisation of the local government-run economic sector during mid-1990s.

The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise " of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councilor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councilor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. In a practical way Labour has recognized this fact, and has made a determined effort to secure control of the machinery of Local Government. In the majority of areas it has made headway, but not, as a rule, nearly enough to give it a commanding position. Where, as in the Metropolitan Boroughs, it has won sweeping municipal victories, the effect has been to make its representatives on the local Councils, which are dominated by Labour, perhaps more con- scious at present of the immense difficulties which immediately confront them than of the still greater opportunities which can be created for the future.

Book excerpt: In the early 1990s, Chautauqua County, N.Y. was pulling out of an economic slump. Keen to maintain services while reducing taxes and building government reserves, the county executive aggressively restructured government services using a mix of strategies -- sometimes privatizing services, but at other times bringing previously privatized work back in house. The county also cooperated with other local governments to achieve economies of scale, and introduced performance-based incentives to promote efficiency and investment in new technologies within county departments. By 1997 the county funds were up, the tax rate had fallen, and services had expanded. In the end, the county's officials decided that, barring a few exceptions, neither the private nor public sector offered an inherent advantage, so they found a middle path between those who stress the advantages of privatization and those who advocate for the direct provision of services by government. Successful local governments such as Chautauqua County's recognize privatization as one of a number of available tools for restructuring their operations. Other such tools include inter-municipal cooperation, performance-based incentives, and cooperative labor-management relations. All of these options can help governments enhance economic and social efficiency. While privatization represents the most widely pursued alternative to public service delivery, local governments use a wide set of restructuring strategies in order to address a variety of market conditions and a broad range of social concerns.
