Now that academia no longer enjoys all the respect and good will that federal policy makers once afforded it, that attitude has changed. The Republican sweep of the 1994 Congressional elections served as a wake-up call for the higher education community. In response, it made a spirited effort to gain attention for its own policy preferences. Lobbying for Higher Education is about how the major higher education associations and the constituent American colleges and universities try to influence federal policy, especially congressional policy. In clear prose Cook explains how the higher education community organizes itself in Washington, how it lobbies, and how its major interest groups are perceived both by their own members and by public officials. The book focuses on the crucial development in 1995-1996 of a new lobbying paradigm, which included the greater use of campus-based resources and ad hoc coalitions. The most engrossing part of its story is higher education's creative response to the policy turmoil and disruption of the status quo that resulted from the shift in congressional party control. The author, Constance Cook, uses sources unique to this project: over 1,500 survey responses from college and university presidents (a 62% return rate) and nearly 150 interviews with institutional and association leaders. Fortuitously, the 1994 electoral upheaval provided her with an opportunity to capture, analyze, and interpret the responses of her subjects in a period of unusually sweeping change. Lobbying for Higher Education is a timely book with an interesting and important story at its core.

Book excerpt: As colleges and universities are under increased pressure to demonstrate their effectiveness, leaders have come to rely on government relations personnel to adequately tell the story of the activities and needs of the campus. State governments typically are the largest single supplier of public institution funding, yet they have been challenged by competing priorities to adequately fund all of their needs, particularly higher education. The study explored the activities higher education government relations personnel perceive to be effective in lobbying state legislators. Using a Delphi survey technique, senior government relations officers at land grant universities identified and agreed upon a series of strategies that college and university leaders can use to effectively work with public elected officials, particularly stressing the need for access to campus decision makers and a high level of trust between campus leaders and elected officials. These government relations officers identified a total of 58 strategies for effectively working with elected officials, and the study concludes with the recommendation that these 58 strategies be field tested and validated prior to use. Given the economic recession the United States experienced in recent years, it is now more important than ever for public higher education to maintain its current funding levels and effectively communicate needed policy changes. To advance all public institutions, there must be communication with legislative officials and state-level higher education governing board members. The primary research question for this study was: What strategies and tactics are used in higher education lobbying at the state level, and how do these strategies influence the decisions made by legislative decision makers? Through semi-structured interviews in North Carolina and South Carolina, the researcher coded and analyzed information using the framework for public policy development established by the work of Gabel and Scott. The researcher developed a case study for each state, extracted common themes, compared them through a cross-case analysis, and then used triangulation to help validate the results, mostly using newspapers and periodicals to back up what was discovered during the interviews. The analysis revealed the common strategies and tactics that guide lobbying activities in North Carolina and South Carolina. The researcher also conducted interviews with campus-based lobbyists at public institutions, elected officials, and higher education governing board members in North Carolina and South Carolina. This study identifies the most important state priorities in public higher education. This study went beyond previous studies as it examined two states with differing higher education governing structures. Further, this study involved interviews with elected officials, campus-based lobbyists, and higher education governing board members. The strategies and tactics identified will help higher education institutions advocate for funding and policy changes, and increase the body of knowledge of public higher education lobbying at the state level.

Book excerpt: As state budgets have tightened and a college education has more frequently come to be viewed as a private good, public higher education has become increasingly politicized, particularly at the state level and over the past 15 years. This fact has made it necessary for public colleges and universities to actively engage in the state legislative arena. Generally, fulltime professional lobbyists represent public colleges and universities. Students have been largely overlooked as potential partners in lobbying despite assertions that they may be among the best advocates for their institutions. This study examined student involvement in state-level legislative lobbying activity. Specifically, this study explored the lobbying behavior of Associated Students of the University of Missouri (ASUM) student lobbyists and its influence on state-level higher education legislation during the 2009 Missouri Legislative Session. ASUM student lobbyists are registered legislative lobbyists with the state of Missouri. This study sought to do three things. First, it examined ASUM student lobbyists' lobbying behavior. Second, it compared ASUM student lobbyists' lobbying behavior with that of lobbyists from the same multi-campus public four-year institutional system. Third, it examined four participant groups' perceptions about ASUM student lobbyists' influence. A qualitative case study methodology was used with pluralist theory and interest group theory as theoretical frameworks. The 37 participants included 10 ASUM student lobbying team members (eight student lobbyists, the Legislative Director, and the Assistant Legislative Director), 14 state legislators, seven legislative staff members, and six University of Missouri System lobbyists. ASUM student lobbying team members, legislators, and legislative staff members were individually interviewed; ASUM student lobbyists and UM System lobbyists participated in two separate focus group interviews; over 260 hours of observation was conducted at the Missouri State Capitol during the legislative session; and over 200 documents were collected for analysis. The findings revealed that student lobbyists used many of the same lobbying behaviors used by higher education lobbyists as well as some unique ones. The findings also showed that student lobbyists were able to present a unique perspective, one not presented by other higher education lobbyists. The findings also demonstrated that participants perceived ASUM student lobbyists had substantial influence, specifically on issues that directly affected them and on which they mobilized other university students. This study added to what is known about public higher education sector lobbying at the state level as well as what little is known about student involvement in it. This study has important implications for practice and future research. First, students can be effective partners in postsecondary institutional state-level lobbying activity. Second, this study's results may be informative to public higher education institutions in general as they seek to bolster state-level influence. Third, further research about how public colleges and universities can include students in institutional state-level lobbying efforts would be informative.

Looking from the bottom up with survey data and from the top down with data from interest group interviews, Kenneth Goldstein develops and tests a theory of how tactical choices in a grass-roots campaign are made. In doing so, he demonstrates that outside lobbying activities deserve a place in any correctly-specified model of interest group influence, political participation, or legislative decision-making.
