Surveying the development of the steel, automobile, and semiconductor industries in each of these countries, Jeffrey A. Hart illuminates the role of national policy in a changing world. Hart describes the global structure of production and consumption in the five major capitalist countries and offers a rich comparative history of their industrial policymaking. He concludes that variations in statesocietal arrangements—and the impact these differences have on the creation and diffusion of new technologies—provide the best explanation for divergences in international competitiveness. In Japan, state and business are allied, but labor is marginalized, whereas in Germany, labor and business are allied, and the state is decentralized. Yet both countries have become increasingly competitive because they have developed institutional mechanisms for technology diffusion. France's state-led system, in contrast, is linked with only moderate competitiveness. The decline of competitiveness in the United States and Britain, Hart concludes, may be attributed to state-societal arrangements that have allowed one actor-labor in Britain, business in the United States-to dominate policymaking. This situation came about because of the growing Soviet presence in the Horn of Africa and Saudi efforts to have the Red Sea treated as an ‘Arab Lake’. This book, first published in 1985, examines the development of the Red Sea as a significant problem in superpower relations and assesses its relative importance in the context of other conflicts in the Gulf and elsewhere in the Third World. It analyses Soviet interests in the Red Sea area and examines its record in seeking to intervene in the domestic politics of the region. The book also discusses the degree of regional stability in the Red Sea both in terms of inter-Arab relations and Afro-Arab regulations. This issue is considered against the background of the security of the Nile valley. In conclusion the book argues that Saudi Arabia’s regional policies aimed at enhancing internal and external security have proved destabilizing and in a way even adventurous. By fermenting Somali nationalism Saudi Arabia hoped to push the Soviets out of the Red Sea. In fact this policy reinforced the Soviet presence in the Horn of Africa. Similarly, Saudi Arabia’s regular interference in the domestic affairs of North Yemen may well prove extremely counter-productive. The book argues that the West’s preoccupation with the region would lessen considerably if Saudi Arabia and Egypt would promote policies of cooperation, rather than destabilization at both inter-Arab and Afro-Arab levels.

It considers forces of hegemonic nation building, subtle cultural oppression and a desire for linguistic uniformity as major factors contributing to the social exclusion of Zimbabweans from language groups other than Shona and Ndebele. The book interprets the various forms of language-based exclusion exercised by Shona and Ndebele language speakers over minority groups as constituting a form of linguistic imperialism. Contrary to the popular view that English is Zimbabwe's «killer language», which should be replaced by selected indigenous languages that are perceived as more nationally «authentic» and better grounded in both pre- and post-imperial frameworks, this book argues that linguistic imperialism has very little to do with whether the dominating language is «foreign» or «indigenous». The author discusses oral submissions from minority language speakers, language experts, policy-makers and educators. While the focus is specifically on the politics of language and identity in Zimbabwe, this case study gives an insight into the complexity of identity and nation building in postcolonial Africa.
