Book excerpt: "As the title of our book suggests, we view the idea of government by the people as a defining element of American politics and government. From the Mayflower Compact to the Declaration of Independence to the expansion of rights and liberties to more and more citizens in the last century, we have expanded on the idea of self-government. Too often, Americans take their basic rights to life, liberty, and the pursuit of happiness for granted. But these rights were guaranteed neither by those who wrote our Constitution nor by the citizens who have worked, one generation after another, to expand these rights and set our government's course. Rather, government by the people today depends on citizens who are informed and involved in the decisions and processes of our constitutional democracy. We have written this book with the aim of informing you about why you have a stake in our government. In this edition, we have gone a step further to argue that you can have an impact on government at all levels if you understand how government works-what we call structure-and if you are willing to act on your knowledge. Our idea can be summarized as follows: knowledge of structure + action = impact. We will develop this focus in each chapter"--

This book was released on 2004 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document sets out the Government's reply to the Committee's report (HCP 130-I, session 2003-04; ISBN 0215019059, published July 2004. The Committee's report examined the Government's proposals for the introduction of an identify cards scheme, as set out in the policy document (Cm 6020, ISBN 0101602022) published in November 2003, and the draft Identity Cards Bill (Cm. 6178, ISBN 0101617828) published in April 2004. The Government's responses are given under a variety of headings including: the international context, concerns of principle and practical concerns, benefits and weaknesses of the Government's scheme, illegal working and immigration abuse, organised crime and terrorism, identity fraud, entitlement and easier access to public services, the 'voluntary stage', vulnerable groups, the National Identity Register and database issues, 'function creep', biometrics, medical information, security, costings and procurement.

Book Transport and accessibility to public services

Download or read book Transport and accessibility to public services written by Great Britain: Parliament: House of Commons: Environmental Audit Committee and published by Stationery Office. This book was released on 2013-06-24 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report looks at progress on improving accessibility since 2003 and ways of improving accessibility. Problems with transport provision and the location of services can reinforce social exclusion by preventing people from accessing key local services and undermines government policies to tackle worklessness, increase participation in education, reduce crime and narrow health inequalities. Insufficient progress has been made since the 2003 Social Exclusion Unit's Making the Connections report, many findings of which are relevant today. There is evidence that accessibility is worsening, driven by tight budgets in central and local government. Accessibility statistics show travel times to key services steadily increasing over time, particularly for access to hospitals. The Department for Transport needs to focus more closely on improving accessibility as well as on supporting the economy. Existing transport funding could be better coordinated and directed to 'accessibility'-focused initiatives, which will have a swifter impact on people's well-being than large infrastructure projects. The social value of transport and accessibility needs to be explicitly considered in policy-making and in the planning system and should no longer be seen as a second-order criterion. The Committee believes it will take time for any improvements to make a noticeable difference. Their recommendations focus on improving how government operates rather than funding. Central government cannot abdicate its role in coordinating action across departmental silos and helping local authorities and service providers to share best practice. Accessibility planning, introduced by Making the Connections, has had limited success and needs to be re-energised.

Download or read book Identity Cards written by Great Britain. Parliament. House of Commons. Home Affairs Committee and published by The Stationery Office. This book was released on 2004 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the Government's proposals for the introduction of an identify cards scheme (Cm 6020, ISBN 0101602022) published in November 2003, and the draft Identity Cards Bill (Cm. 6178, ISBN 0101617828) published in April 2004 for consultation. Issues discussed include: a brief history of identity cards in the UK; international developments including EU standards and schemes in Sweden, Germany, Canada and Australia; the aims of the Government's proposals in relation to preventing illegal working, immigration abuse, organised crime, identity fraud and terrorism; opposition to ID cards on grounds of principle and in practical terms; the 'voluntary' stage of the scheme; Parliamentary scrutiny and concern over 'function creep'; security issues; biometrics; and specific clauses of the draft Bill. The Committee draws 91 conclusions and recommendations, and judges overall that an ID scheme could make a significant contribution to tackling crime and terrorism, but its introduction carries clear risks, both for individual citizens and in practical implementation. Concerns are raised over the lack of clarity and definition in key elements of the proposed scheme, as well as the lack of openness in the procurement process. These concerns must be addressed if it is to secure public confidence and to work in practice.

Available in PDF, EPUB and Kindle. Book excerpt: This probing account of the erosion of privacy in America shows that we are often unwitting, if willing, accomplices, providing personal data in exchange for security or convenience. The author shows that the personal data that we make available to virtually any organization for virtually any purpose is apt to surface elsewhere, applied to utterly different purposes. As long as we willingly accept the pursuit of profit or cutting government costs as sufficient reason for intensified scrutiny over our lives, then privacy will remain endangered.
