Book excerpt: Youth, defined either in age grouping and/or with social construction, constitute a large proportion of the population in Developing countries. Almost 28 percent of the population in Ethiopia is youth. The rural ones are the majority compared with their urban counterparts. Rural youth are affected by diverse experiences, including geographic variations, livelihood zones, cultural values, formal and informal institutions. Livelihood options of rural youth focuses on the way in which options of livelihoods in rural/non-rural areas, through formal and informal institutions, have impacted youth's lives. It considers the influence of the differing agro-ecological and social contexts in which youth start transitions to adult roles and decent work. This book also addresses policy issues that determine youth livelihoods such as education, health, participation, decision making and the impact of mobility and the way that young people negotiate with the enthusiasm and energy to bring about change and construct the future dependably. Finally the book examines how young people face difficulties in the process of attaining a professional employment after a certain level of education.

Book excerpt: This paper examines labor diversification in Ethiopia, focusing on youth, and explores current conditions that youth face in both the agricultural and non-farm labor markets. Using data from the Ethiopia Socioeconomic Survey (ESS) and the National Labor Force Survey (NLFS), we explore current trends in labor diversification, along with youth non-farm engagement in rural and small towns. We find that youth (ages 25 to 34 years) have a greater probability of working in non-farm enterprises compared to mature individuals (age 35-64). However, wage labor opportunities remain scant in rural Ethiopia. The majority of individuals working in non-farm employment are engaged in small-scale trade activities.

Their assistance has also been tuned to pro-poor policy frameworks. Poverty, however, is understood mainly to be a rural phenomenon. This is based on the fact that rural poverty is widespread and pervasive and affects a large segment of the population since the majority of people in less developed countries reside in rural areas. There is, however, an increasing trend of urban growth and with it urban poverty all over the world. In Ethiopia urban poverty, in comparison to rural poverty and national level poverty, has increased over time. This has necessitated urban poverty reduction as an important area of intervention in urban development and planning. The objective of this study is to understand the livelihood situations of the poor in big and small towns, and identify the gaps and linkages between the livelihood requirements of the poor and policies at municipal level. The study was conducted in nine cities and towns of the country, including the capital city.

Standing from this objective, the study was attempted to answer the basic questions of What are the current practices of rural youth economic empowerment?, What are the challenges in implementing rural youth economic development package?, What are the prospects of rural youth economic empowerment?, How can the challenges be addressed and appropriately to use prospects to empower youth economy in the study area? The study was conducted using descriptive study design. Both quantitative and qualitative data collection methods engaged. Quantitative data was collected from 80 beneficiary youth organized under job opportunity creation program and qualitative data was collected by interview with 10 respondents which of expert of Job Opportunity and Food Security Agency, woreda leader and managers in six Kebelles and 3 field observations was conducted. After data was collected then edited, coded and enter in to SPPS computer software and micro soft Excel as instruments of data entry and data interpreting. The analysis was done using descriptive statistics tool (like frequency, tables, percentage), data was presented by using graphs and summarizing. The major findings are: most of the respondents’ gender was males those are the age category of 26-29 years and most of them are single with high school education background. The challenges in implementing rural youth economic development package particularly in job creation opportunity program challenged by Limited knowledge and skill in leaders and experts, Inadequate Stakeholder integration, Lack of monitoring and evaluating practice to implement youth package, Insufficient credit services for youth and Lack of local community support. the prospect of rural youth economic empowerment were long and short term plan. The major Strategies to improve rural youth economic empowerment were the government should be strongly introducing youth policies, highly monitoring and evaluation in implementing youth development package, good education and training that focus to improve rural youth economic empowerment and improve credit service. Finally, the researcher has recommended that participation and coordination of all concerned bodies and stakeholders are very important in supporting to empower rural youth economically.

This paper tries to investigate causes of livelihood vulnerability that rural households face and analyze coping strategies they apply. The analysis is done using data from household survey in Weradejo woreda of Halaba zone. The primary data was collected from 264 households, the secondary data was obtained from line office records and the review of related literature. The author then applies descriptive statistics and the econometrics model of multinomial logistic regression to identify the causes of vulnerability. Based on the descriptive analysis, the identified causes of households’ livelihood vulnerability are drought, farmland fragmentation, crop and livestock diseases, flooding, erratic rainfall, and shortage of agricultural inputs and shortage of capital. The capacity of the households and the community to cope with and recover from shocks remains low, despite the different strategies they adopt. The result of the multinomial logistic regression indicates that sex of the household head, age of household head, family size, and educational level of the household in schooling years, land size owned, pest/diseases, distance to market, and frequency of extension contact are the main determinants influencing the choice of the coping strategies by the respondents.

This book argues for approaching poverty and food insecurity as the two sides of the same coin in the areas where the two ideas cannot be separated. The book begins with an exposition of the concepts of poverty and food insecurity and shows that being rural means being at risk of limited livelihood opportunities. This piece of work is an exploratory one and preferred to triangulate quantitative and qualitative methods of data collection and analysis. It argues that applying sustainable livelihood framework combines rural livelihood strategies to promote rural development through growth in agriculture and rural off-farm activities with non-rural strategies that provide people with diversified livelihood sources. It goes on to argue that that there are both natural and human factors that intensified the existing poverty and food insecurity in the area. Evidence is presented to substantiate this argument. The book concludes by discussing the implications of applying holistic approach to poverty reduction and food security; and also the danger of overlooking indigenous knowledge of the local people.

Historically, as in contemporary Ethiopia, the issue of rural land is primarily a political or social question. (Samuel, 2006). With the growing population of the youth access to land is becoming crucial national issue to Ethiopia. Rural youth are a productive age group in rural society. Their engagement in agriculture can contribute a lot in enhancing productivity rural economy. However, the challenges of accessing to arable land are limiting the full participation of rural youth in agricultural productivity and transformation of rural economy. This study examines challenges of access to arable land by rural youth. It explores land access mechanisms used by rural youth, opportunities, challenges and problems they faced in accessing arable land in rural areas. The study focused on rural youth and involves their family head for the sake of full information on issue related to land and their family members. About 142 households those who have youth members were selected through probability proportional to size sampling method. Concerned officials at district level were also participated in giving information on current situation of arable land access and rural youth. The study revealed that large family size, high price of rental land, socio-cultural factors, small land size hold by their family, and informal agreement with land owners are the major challenges affecting arable land access in the study area. It was recommended that beside agricultural activities it is better to create; other options of economic activities, awareness on harmful traditional practices that leads to large family size, reconsider rural land policy in relation to youth.

Book excerpt: In Ethiopia, there are two binding forces (push and pull) that deserve attention when it comes to youth occupational and spatial mobility choices and the national land use and transfer policy. On the one hand, the fact that the land rental market in Ethiopia is supply constrained due to market and policy distortions marginalizes youth and serves as a push factor leading them to look elsewhere for a livelihood strategy. On the other hand, the regulatory conditions and restrictions attached to land use and inheritance rights may serve as a pull factor and force youth to be tied to the rural and/or farming sector. Our study thus aims to explore how youth land access (both inheritance and market-based) affects their migration and employment decisions. We explore this question in the context of rural Ethiopia using panel data from 2010 and 2014. We find that larger expected land inheritances significantly lower the likelihood of long-distance permanent migration and of permanent migration to urban areas during this time. Inheriting more land is also associated with a significantly higher likelihood of employment in agriculture and a lower likelihood of employment in the nonagricultural sector. Conversely, the decision to attend school is unaffected. These results appear to be most heavily driven by males and by the older half of our youth sample. We also find several mediating factors matter. Land inheritance plays a much more pronounced role in predicting rural-to-urban permanent migration and nonagricultural-sector employment in areas with less vibrant land markets and in relatively remote areas (those far from major urban centers). Overall, the results reaffirm the notion that push factors dominate pull factors in dictating occupational and migration decisions in Ethiopia and highlight youth preferences to use migration or non-agricultural employment as a last resort after exhausting other means of accessing land, such as temporary land rental.

Book excerpt: This book aims at examining the opportunities and challenges of seasonal migration of labour on the livelihoods of migrant people in Ethiopia. Seasonal migration of labour in the study area is undertaken by many rural households so as to diversify households' portfolios and reduce risk and vulnerability. The remittances have served rural households to supplement their income from agriculture and alleviate the problem of land shortage. They are positively contributing to the development of the recipient area by supplying cheap labour. On the other hand, they exert pressure on social services in the town and pollute the environment. Shortage of farmland, debt, lack of viable non-farm activities, and the desire to earn additional income so as to supplement agricultural income are the major reasons for seasonal migration of labour. Social networks and information flow are also important factors in migration. Rather than viewing it as a livelihood option of the rural poor which contributes to reducing poverty and improving the livelihoods of the poor, migration is still perceived negatively, and there has been less awareness towards it.

Using gender- and age-specific values of agricultural labor return (shadow wages), we systematically analyse trends, patterns and prospects of youth's labor supply in agriculture across space (farm locations). We also analyse whether the household male and female youth members' agricultural labor supply is responsive to economic incentives. We investigate these using shadow wages estimation techniques applied to farm-household panel data collected during the 2010/11 and 2014/15 agricultural seasons. The results indicate that trends and patterns of the youth's involvement in agriculture vary across gender and farm work locations, and so do their labor returns. Yet the on-farm participation for youth members is declining across time irrespective of gender, whilst their participation in off-farm activities is increasing. The findings also suggest that changes in agricultural shadow wages matter for the youth's involvement in the sector, but their impact differs for male and female youth. The results are consistent after controlling for individual heterogeneity, sample selection and instrumenting for possible endogeneity. In addition, we find that youth's intentions and actual engagement in agricultural production vary greatly. This suggests that the frequent narrative of youth disengaging from agriculture may be a result of methodological flaws or data limitations. Taking into account the intensity of the youth's involvement in family farm, own farm and off-farm work, the results challenge the presumption that youth are abandoning agriculture, at least in agricultural potential areas of Ethiopia. Instead the youth's involvement makes an important economic contribution to the operation of the family farm. Therefore, it is necessary to invest in agricultural development to enhance productivity and employment opportunities; and structural transformation that addresses the imperfections and rigidities in labor and other input markets to make agriculture more attractive to youth.
