Book excerpt: The livelihood of smallholder farmers in Ethiopia is threatened by climate change and variability (CCV). It sternly challenged agricultural activities and rural livelihoods, making a sizeable proportion of the population vulnerable to poverty and food insecurity. Given that agriculture is the source of income and employment for the majority of the population, agricultural adaptation is important to reduce the livelihood effects of CCV. However, not all adaptation strategies are effective. All households may not also equally benefit from the use of adaptation strategies. This study investigates adaptation decision-making and the effectiveness of adaptation strategies in sustaining the livelihoods of farmers. The study used a convergent parallel mixed-methods research approach. It integrated quantitative and qualitative methods of data collection and analyses aimed at a comprehensive understanding of the complexities underlying adaptation to CCV. Analysis of the trends in climate change over 30 years revealed increasing temperature in all agro-ecological settings. Although there was high variability in rainfall distribution, there was no monotonic rainfall trend in the highland and lowland areas. The majority of the farmers accurately perceived the increasing trend in temperature and variability in the time of onset and cessation of rainfall. However, most farmers inaccurately perceived decreasing trend in rainfall which diverges from the results of the trend analysis. About 40% of the farmers had a high perception of the risks of CCV to their livelihoods, 39% had a moderate perception, and 21% a low risk perception. Farmers with more knowledge about CCV, much experience of climate-related events, and those who believe that both individuals and societies are responsible to address climate-related problems had higher risk perceptions. Lack of education and access to media as well as individualistic values were associated with low risk perception.

This paper tries to investigate causes of livelihood vulnerability that rural households face and analyze coping strategies they apply. The analysis is done using data from household survey in Weradejo woreda of Halaba zone. The primary data was collected from 264 households, the secondary data was obtained from line office records and the review of related literature. The author then applies descriptive statistics and the econometrics model of multinomial logistic regression to identify the causes of vulnerability. Based on the descriptive analysis, the identified causes of households’ livelihood vulnerability are drought, farmland fragmentation, crop and livestock diseases, flooding, erratic rainfall, and shortage of agricultural inputs and shortage of capital. The capacity of the households and the community to cope with and recover from shocks remains low, despite the different strategies they adopt. The result of the multinomial logistic regression indicates that sex of the household head, age of household head, family size, and educational level of the household in schooling years, land size owned, pest/diseases, distance to market, and frequency of extension contact are the main determinants influencing the choice of the coping strategies by the respondents.

The findings have presented tangible evidences for the presence of worst climate variability patterns in the region that exacerbate vulnerability by affecting life support system of the environment. Unstructured institutional response systems for climate variability cannot enable the livelihoods to successfully cope with and adapt for the change; climate sensitive livelihood strategy, environmental degradation and underdeveloped infrastructure and non responsive institutions aggravate the vulnerability of rural livelihoods for climate risks. The publication can fill the literature gaps in interactive feedback systems found between rural livelihoods and climate variability. It can benefit further researchers, development planners and people working on rural livelihoods and environmental improvement.

Agriculture is part of the climate change problem, contributing about 13.5 percent of annual greenhouse gas (GHG) emissions (with forestry contributing an additional 19 percent), compared with 13.1 percent from transportation. Agriculture is, however, also part of the solution, offering promising opportunities for mitigating GHG emissions through carbon sequestration, soil and land use management, and biomass production. Climate change threatens agricultural production through higher and more variable temperatures, changes in precipitation patterns, and increased occurrences of extreme events such as droughts and floods. And if agriculture is not included, or not well included, in the international climate change negotiations leading up to the 15th Conference of Parties (COP15) of the UN Framework Convention on Climate Change in Copenhagen in December 2009, resulting climate change policies could threaten poor farming communities and smallholders in many developing countries. The policies could also impede the ability of smallholders to partake in new economic opportunities that might arise from the negotiations.
