Ou the twentieth of April, 1861, Governor Cnrtin issued his proclamation calling upon the members of the Legislature to meet in extra session on the thirtieth of April, 1861, at 12 o'clock noon. Before that date arrived, Major General Robert Patterson, in command at Harper's Ferry, sent the following request to the Governor: Headquarters Military Department Of Washington, Philadelphia, April 26, 1861.
