During the first decade of postwar reconstruction, hundreds of humanitarian organizations created programs that were intended to heal trauma, prevent gendered violence, rehabilitate former soldiers, and provide psychosocial care to the transitioning populace. But the implementation of these programs was not always suited to the specific mental health needs of the population or easily reconciled with the broader aims of reconstruction and humanitarian peacekeeping, and psychiatric treatment was sometimes ignored or unevenly integrated into postconflict humanitarian health care delivery. Searching for Normal in the Wake of the Liberian War explores the human experience of the massive apparatus of trauma-healing and psychosocial interventions during the first five years of postwar reconstruction. Sharon Alane Abramowitz draws on extensive fieldwork among the government officials, humanitarian leaders, and an often-overlooked population of Liberian NGO employees to examine the structure and impact of the mental health care interventions, in particular the ways they were promised to work with peacekeeping and reconstruction, and how the reach and effectiveness of these promises can be measured. From this courageous ethnography emerges a geography of trauma and the ways it shapes the lives of those who give and receive care in postwar Liberia.

Book excerpt: The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.

Liberian victims of crimes must pay authorities at every stage of a case investigation. Because of the prevalence of police corruption, "justice is not for the poor" is a catchphrase of many Liberians who say wealth, not guilt, often determines the outcome of criminal cases. "No Money, No Justice": Police Corruption and Abuse in Liberia documents the impact of police corruption on the administration of justice. Motorcycle taxi drivers, street sellers, and taxi drivers--whose work keeps them on the streets--are particularly vulnerable to bribery demands from the police. Police officers often arbitrarily arrest and detain and rob these workers, who typically live in poverty. Liberian police officers themselves face numerous challenges in performing their jobs. They lack essential resources, such as fuel for vehicles, and work long hours for low salaries. Commanders pressure their subordinates to make payments up the chain of command, particularly in exchange for promotion. The post-war United Nations presence in Liberia has helped reduce the incidence of torture in detention, but has not made inroads on corruption and abuses connected with extortion. To strengthen respect for basic rights and the rule of law in Liberia, Human Rights Watch calls on the Liberian government to bolster police accountability mechanisms and fulfill its promise of establishing an independent oversight board for the police. In addition, the government and foreign donors should investigate persistent logistics shortfalls that contribute to police officers preying upon the public for material support. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure.

Although international law forbids the use of children under the age of 15 as soldiers, thousands of young children have been involved in the fighting since it began in December 1989. The main rebel forces, the National Patriotic Front of Liberia (NPFL) and the United Liberian Movement for Democracy in Liberia (ULIMO), have consistently used children under the age of 18, including thousands under 15. Children are also reportedly used by the other warring factions. As a consequence, thousands of children in Liberia have suffered cruelly during the war: many have been killed or wounded or witnessed terrible atrocities. Moreover, many children themselves have been forced to take part in the killing, maiming or rape of civilians. The use of children as soldiers presents grave human rights problems. Many of these children have been killed during the conflict, thus denied the most basic right -- the right to life. Others have been forcibly conscripted by the warring factions, and separated from their families against their wills. Many have joined warring factions to survive. All have been denied a normal childhood. Reintegrating these children into their communities is a task of immense difficulty. Some children's parents have been killed, their families have fled, and no relatives can be found. In others, families have refused to take children back because of the abuses they have committed.
