Book excerpt: This is the first full-length study in English of the role of Marxist theory in the Spanish Socialist movement prior to the outbreak of Civil War in 1936. In particular, the author stresses the intellectual poverty of this aspect of leftwing politics in Spain. In concentrating on the Partido Socialista Obrero Espafiol (PSOE), the major organised party of the left prior to the Civil War, the study seeks to achieve two main aims: first, to attempt to isolate the political, social and intellectual factors which led to a particularly distorted version of Marxism which became established in Spain at the end of the nineteenth century; and second, to demonstrate how this particular conception of Marxism had a crucial negative impact on the political formulations and fortunes of the PSOE between 1879 and 1936. The central argument of the book is that the significance of Spanish Marxism lay precisely in its poverty, since it was this 'decaffeinated' version of the theory which set the parameters within which the PSOE formulated its strategy for socialism.

Book excerpt: The history of police and policing have been the subject of much interest and research in recent years, but this book provides the first serious academic exploration of the origins and development of the role of soldier-policemen: the gendarmeries of nineteenth-century Europe. The author presents a detailed account of the French Gendarmeries from the old regime up to the First World War, and looks at the reasons for how and why this model came to be exported across continental Europe in the wake of the Revolutionary and Napoleonic armies. In particular their role is examined within the differing national contexts of Italy, Germany and the Habsburg Empire. The gendarmeries, it is argued, played a significant role in establishing the state, particularly in rural areas. As the physical manifestation of the state, gendarmes carried the state's law and a promise of protection, whilst at the same time ensuring in turn that the state received its annual levies of conscripts and taxes This account fully explores how the organisation and style of nineteenth-century soldier-policing in France developed in such a way that it brought the idea of the state and the state's law to much of twentieth-century continental Europe.

Book excerpt: A historical look at the emergence of fascism in Europe Drawing on a Gramscian theoretical perspective and development a systematic comparative approach, The Civic Foundations of Fascism in Europe: Italy, Spain and Romania 1870-1945 challenges the received Tocquevillian consensus on authoritarianism by arguing that fascist regimes, just like mass democracies, depended on well-organized, rather than weak and atomized, civil societies. In making this argument the book focuses on three crucial cases of inter-war authoritarianism: Italy, Spain and Romania, selected because they are all counter-intuitive from the perspective of established explanations, while usefully demonstrating the range of fascist outcomes in interwar Europe. Civic Foundations argues that, in all three cases, fascism emerged because the rapid development of voluntary associations combined with weakly developed political parties among the dominant class thus creating a crisis of hegemony. Riley then traces the specific form that this crisis took depending on the form of civil society development (autonomous- as in Italy, elite dominated as in Spain, or state dominated as in Romania) in the nineteenth century.
