In the Name of Liberalism investigates examples of social policy in Britain and the United States that conflict with liberal democratic ideals. The book examines the use of eugenic arguments in the 1920s and 1930s, the use of work camps in the 1930s as a response to mass unemployment and the introduction of work-for-welfare programs since the 1980s. The book argues that existing accounts of American and British political development neglect how illiberal social policies are intertwined in the creation of modern liberal democratic institutions. Such policies are, paradoxically, justified in terms of the liberal democratic framework itself. In the light of the books research, the author suggests that there is a need to know more about the internal workings of democracies to justify the claim that liberal democracy represents the most attractive set of political institutions.

Book excerpt: A proper understanding of liberal internationalism requires an appreciation of both its domestic and international aspects. This dissertation reconstructs and evaluates the debates on international order that occurred within the most influential non-state foreign policy organizations in Britain and the United States between the 1930s and the 1950s—the Royal Institute of International Affairs (RIIA) and the Council on Foreign Relations (CFR). The members of these two organizations played an integral role in the project to contrive a coherent intellectual framework for the largely incoherent and contentious system of liberal internationalism that the Allies had tried to impose in 1919. One of the hallmarks of liberal states is the prominence of non-state elites in the policymaking process. These non-state elites—just as much as the liberal internationalism they played an indispensable role in propagating—played a crucial role in the formation of a new foreign policy orthodoxy within the United States and Great Britain. But the nature and extent of the relationship between the liberal state and its non-state elites is contentious. In contrast with liberal and Marxist theorists—who argue that the liberal state is weak in comparison with either civil society or capitalist interests—I argue that the relationship between the liberal state and the CFR/Chatham House was one of symbiosis rather than of simple domination by one over the other. While the state in each instance was always the senior partner and always decided policy, the CFR and Chatham House nevertheless provided useful—arguably indispensable—functions for the liberal state in the formation and implementation of foreign policy.

She argues that the values and programs associated with modern liberalism were formulated not during the Progressive Era, as most accounts maintain, but earlier, in the very different social context of the Gilded Age. Integrating intellectual, social, cultural, and economic history, Cohen argues that the reconstruction of liberalism hinged on the reaction of postbellum liberals to social and labor unrest. As new social movements of workers and farmers arose and phrased their protests in the rhetoric of democratic producerism, liberals retreated from earlier commitments to an expansive vision of democracy. Redefining liberal ideas about citizenship and the state, says Cohen, they played a critical role in legitimating emergent corporate capitalism and politically insulating it from democratic challenge. As the social cost of economic globalization comes under international critical scrutiny, this book revisits the bitter struggles over the relationship between capitalism and democracy in post-Civil War America. The resolution of this problem offered by the new liberalism deeply influenced the progressives and has left an enduring legacy for twentieth-century American politics, Cohen argues.

This book finds the combination of the liberal adherence to pragmatism and political pluralism to have been responsible for the weakness of this response. Analyzing the language used in interchanges between rightwing anticommunists and liberals, Michaels shows that those interchanges did not constitute an effort to persuade but rather an effort to discredit the opponent as "un-American." A variety of conflicts—a professor seeking to avoid dismissal by accusing his colleagues of disloyalty, an investigator of rightwing groups assailed for his activities, an openly communist student seeking to justify the existence of his student organization—embody a battle waged over conflicting versions of "America," an attempt by each side to lay exclusive claim to that word. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. Liberalism's emphasis on individual rights opened a theoretical pathway to neoliberalism, through private property, a classically minimal liberal state, and the efficiency of “free markets.” In practice, neoliberalism is associated less with the economic deregulation championed by its advocates than the re-regulation of the economy to protect financial capital.
