Book excerpt: L’obiettivo della crescita economica, misurata in termini di PIL (Prodotto Interno Lordo), accumuna tutti i Paesi. Dalla rivoluzione industriale e fino al 2008, il PIL globale ha mostrato tassi di crescita positivi; il modello di produzione e consumo affermatosi con essa ha dunque “funzionato” molto bene. Oggi però prendiamo atto che esso ha avuto, ed ha, un costo in termini di emissioni di gas ad effetto serra, il più importante dei quali è la CO2 (biossido di carbonio). Se non vogliamo che la crescita si arresti e che i cambiamenti climatici dovuti alla crescente concentrazione dei gas serra siano irreversibili, occorre modificare il modello di produzione e consumo attraverso l’intervento pubblico concordato tra tutti paesi. Dopo aver messo in evidenza i legami tra la crescita e la disponibilità qualitativa e quantitativa delle risorse naturali, le maggiori criticità e il ruolo del progresso tecnico, viene affrontato il problema degli strumenti economici di intervento pubblico utilizzabili per la transizione verso un modello di crescita sostenibile. Tra gli strumenti ampio spazio è dato ai permessi negoziabili, e al sistema europeo oggi in funzione (ETS), le cui potenzialità in termini di raggiungimento degli obiettivi sono ampie e crescenti grazie anche alla loro accettazione da parte del mercato. Dopo aver richiamato la necessità che settore pubblico e mercato funzionino al meglio e cooperino, vengono tracciate le linee di un green new deal come politica pubblica necessaria a risolvere la duplice crisi, economica e climatica.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

This research was based on the transfer of knowledge from members of the Albanian Diaspora in Italy (university students, young architects and researchers) to their home country. This unique process blazed a trail in the Albania-related studies by creating a methodology, which could be replicated not only in Albanian rural contexts, but also elsewhere. The book constitutes a structured tool for generating sustainable and socially inclusive territorial development processes in five lesser-known Albanian cultural sites. Their tangible and intangible cultural heritage was seen as a driving factor for triggering development processes aimed at improving the inhabitants’ quality of life and strengthening local identity and social networks. Through concrete proposals and strategies, the book offers scenarios and solutions capable of enhancing the potential of each village and, at the same time, counteracting the effects of land abandonment that so often characterise them.
