Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications. This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself. The book is divided into three sections: the past and present as starting point for thinking about the future of e-government, imagining the future of government, and implications for research and practice. The many questions raised by developments in ICT for future public administration are presented in a clear and thought-provoking manner, and merit more debate. This volume represents a departure from the normal run of academic publications. Book excerpt: High street betting shops and casinos alike are currently allowed a maximum of four B2 (FOBT) gaming machines, which allow stakes up to £100 and a £500 prize. Casinos, should instead be permitted to operate up to twenty B2-type gaming machines. Limiting the number of B2 machines in betting shops has encouraged them to cluster in some high streets in order to satisfy customer demand. Local Authorities should have the power to permit more than the four B2 machines per shop if they believe it will help with clustering. The Committee also recommends that any local authority be able to make the decision as to whether or not they want a casino. As a step towards this, existing 1968 Act Casino licences should be made portable, allowing operators to relocate to any local authority provided that they continue to be constrained by the need to obtain local authority approval, a premises licence and planning permission. The failure to set remote gambling taxation at a level at which online operators could remain within the UK has led to almost every online gambling operator moving offshore whilst most are still able to advertise and operate into the UK. The Committee further recommends the Gambling Commission should introduce a new licence fee structure which reduces the current anomaly where small, independent bookmakers pay much higher fees per shop than large chains. Particularly given the absence of a significant UK-regulated online sector or any Regional Casinos, the Gambling Commission remains an overly expensive, bureaucratic regulator.

Book excerpt: In this report MPs recommend changes to the way money from the EU's Common Agricultural Policy (CAP) is used to support hill farmers. Farming, in particular grazing livestock, is an essential part of the landscapes and traditional systems of land management in these beautiful and fragile areas. A return to headage payments in limited circumstances, with appropriate environmental conditions to prevent overstocking, would provide fairer funding to hill farmers. The Committee also calls on the Government to do more to enable hill farmers to diversify into other land management activities-such as carbon storage and water quality schemes. The report calls on the Government to demonstrate a stronger commitment to upland communities. Having abolished the Commission for Rural Communities - the public body that advised Government on rural issues -the Department for Environment, Food and Rural Affairs must ensure that rural policies and their delivery are not neglected. Ministers should: publish a strategy for the uplands that sets out a clear action plan with practical measures to be implemented immediately; provide strong leadership to make sure that rural and upland communities get a fair deal; create a statutory definition of the uplands to assist in targeting policy; ensure all farmers and rural communities can get access to development grants once RDAs have been abolished; work across Government to put in place policies that support those that live and work in the uplands, in particular rolling out super-fast broadband for remote rural communities and increasing the availability of affordable housing.
