Updating information previously presented in the 1990 publication, Health Effects of Exposure to Low Levels of Ionizing Radiation: BEIR V, this book draws upon new data in both epidemiologic and experimental research. Ionizing radiation arises from both natural and man-made sources and at very high doses can produce damaging effects in human tissue that can be evident within days after exposure. However, it is the low-dose exposures that are the focus of this book. So-called “late” effects, such as cancer, are produced many years after the initial exposure. This book is among the first of its kind to include detailed risk estimates for cancer incidence in addition to cancer mortality. BEIR VII offers a full review of the available biological, biophysical, and epidemiological literature since the last BEIR report on the subject and develops the most up-to-date and comprehensive risk estimates for cancer and other health effects from exposure to low-level ionizing radiation.

This, coupled with increasing exposure from other sources including occupational and environmental radiations, has resulted in greater recognition of the importance of research on radiation-induced carcinogenesis and risk assessment with a view to radiation protection. One of the well-known late effects of radiation is the increased incidence of leukemia that occurred among atomic bomb survivors beginning two or three years after expo sure. A remarkable increase of solid tumors including cancers of the thyroid, breast and lung was also observed 10 to 20 years after exposure. Thus, many pathological, clinical and epidemiological studies have been made on radiation carcinogenesis in atomic bomb survivors by investigators at the Atomic Bomb Casualty Commission (ABCC), now known as the Radiation Effects Research Foundation (RERF), as well as by the staff of universities in Hiroshima and Nagasaki. Some of the mechanisms involved in radia tion carcinogenesis in man and associated modifying factors, such as age at time of ex posure and sex, have been elucidated by these studies. The results obtained are being used by such agencies as the International Commission on Radiation Protection (ICRP) for risk estimations of radiation exposure. Book excerpt: In studies on lymphoid cell chimerism and homograft tolerance in long-lived homologous radiation chimeras, data were collected on life span, and on leukemia and other lesions. The chimeras were hybrid mice (10 - 12 weeks old) exposed to 880 rad of X radiation and injected with bone marrow cells from C3H donors. Out of 119 mice, 65% were dead by age 32 weeks, with symptoms of second ry disease evident in the great majority. Relatively few deaths occurred between 32 and 75 weeks, and the maximum life span was 105 weeks. Histopathological data were obtained from many of these long-lived chimeras. There was an 80% incidence of glomerulosclerosis of moderate to severe degree, and a 20% incidence of arteriolarsclerosis in t e kidney and spleen. Leukemias were observed in 5 out of 54 homologous chimeras. Also, two leukemias occurred in 13 chimeras (15%) which had been injected with lymphoid cells obtained from other long-lived homologous chimeras. The possibility of a causal relationship between s condary disease and the increased incidence of leukemia is briefly discussed. (Author).

The inhabitants of St. George, Utah--the so-called downwinders--were repeatedly in the fly zone of these toxic, wind-blown clouds--so much so that St. George became known nationwide as Fallout City, USA. According to the back cover of John Fuller’s 1984 best seller, The Day We Bomb Utah: America’s Most Lethal Secret, “Within a few years, a plague of cancer and birth defects had ripped through the area---a plague that may have caused the cancer-related deaths of John Wayne and over 100 other cast and crew members of The Conquerer which was filmed only miles from the test site.” (Actually, it was filmed only five miles from St. George.) Utah Congressman Jim Matheson alleged in a recent op-ed article in the Deseret News that the horrendous legacy of radioactive fallout is still killing downwinders. ”Thousands of citizens throughout the West continue to get sick and die from radiation-exposure-caused illnesses.” From an editorial in the February 15, 2001 issue of the Deseret News: “...the federal government literary sacrificed the health of thousands of unsuspecting Utahan and Nevadans.” The focus of Radioactive Clouds of Death Over Utah is to retrospectively consider both the short-term and long-term health effects of radioactive fallout exposure on downwinders from the perspectives of the downwinders, the tort lawyers, the government itself, politicians, producers of five television documentaries, writers of six popular books, hundreds of magazine and newspaper articles and many scientific studies on fallout health effects on Utah residents. Recently the Utah press has featured many fallout-cancer stories giving much weight to anecdotal accounts---downwinders have been featured in the Deseret News 265 times in the last decade. On April 12, 2011 U. S. Senator Tom Udall (D-NM) led a bipartisan group of senators in introducing S-791, the Radiation Exposure Compensation Act Amendments of 2011, which would among other things expand compensation to downwinders in all counties in Idaho, Montana, Colorado, New Mexico, and to areas not now covered in Utah, Nevada, and Arizona. Today, with heightened fears about radiation leaks from damage nuclear power plants in Japan and the possibilities of nuclear terrorism, the discussion of fallout-induced cancers in this book provides valuable basic information about what is known about exposure to radiation and its health risks. A balanced perception of the health risks of ionizing radiation is of great societal importance to issues as varied as radiological terrorism, the future of nuclear power, nuclear waste storage, occupational radiation exposure, the clean-up of nuclear waste sites, medical x-rays (whole-body scanning by computed tomography results in much higher organ doses of radiation than conventional single-film x-rays), manned space exploration, and frequent-flyer risks.

The radiation hormesis hypothesis, by contrast, proposes that low-dose ionizing radiation is beneficial. In this book, the author examines all facets of radiation hormesis in detail, including the history of the concept and mechanisms, and presents comprehensive, up-to-date reviews for major cancer types. It is explained how low-dose radiation can in fact decrease all-cause and all-cancer mortality and help to control metastatic cancer. Attention is also drawn to biases in epidemiological research when using the LNT assumption. The author shows how proponents of the LNT assumption consistently reject, manipulate, and deliberately ignore an overwhelming abundance of published data and falsely claim that no reliable data are available at doses of less than 100 mSv.
