Book excerpt: In an effort to make sense of war beyond the battlefield in studying the wars that were captured under the rubric of the "War on Terror", this special issue book seeks to explore the complex spatial relationships between war and the spaces that one is not used to thinking of as the battlefield. It focuses on the conflicts that still animate the spaces and places where violence has been launched and that the war has not left untouched. In focusing on war beyond the battlefield, it is not that the battlefield as the place where war is waged has gone in smoke or has borne out of importance, it is rather the case that the battlefield has been dis-placed, re-designed, re-shaped and rethought through new spatializing practices of warfare. These new spaces of war – new in the sense that they are not traditionally thought of as spaces where war takes place or is brought to – are television screens, cellular phones and bandwidth, George W. Bush’s ranch in Crawford, Texas, videogames, popular culture sites, news media, blogs, and so on. These spaces of war beyond the battlefield are crucial to understanding what goes on the battlefield, in Iraq, Afghanistan, or in other fronts of the War on Terror (such as the homeland) – to understand how terror has globally been waged beyond the battlefield. Book excerpt: For a half century following the end of World War II, the seemingly permanent cold war provided the United States with an organizing logic that governed nearly every aspect of American society and culture, giving rise to an unwavering belief in the nation's exceptionalism in global affairs and world history. After the collapse of the Soviet Union, this cold war paradigm was replaced by a series of new ideological narratives that ultimately resulted in the establishment of another potentially endless war: the global war on terror. In The New American Exceptionalism, pioneering scholar Donald E. Pease traces the evolution of these state fantasies and shows how they have shaped U.S. national identity since the end of the cold war, uncovering the ideological and cultural work required to convince Americans to surrender their civil liberties in exchange for the illusion of security. His argument follows the chronology of the transitions between paradigms from the inauguration of the New World Order under George H. W. Bush to the homeland security state that George W. Bush's administration installed in the wake of 9/11. Providing clear and convincing arguments about how the concept of American exceptionalism was reformulated and redeployed in this era, Pease examines a wide range of cultural works and political spectacles, including the exorcism of the Vietnam syndrome through victory in the Persian Gulf War and the creation of Islamic extremism as an official state enemy. At the same time, Pease notes that state fantasies cannot altogether conceal the inconsistencies they mask, showing how such events as the revelations of prisoner abuse at Abu Ghraib and the exposure of government incompetence after Hurricane Katrina opened fissures in the myth of exceptionalism, allowing Barack Obama to challenge the homeland security paradigm with an alternative state fantasy that privileges fairness, inclusion, and justice.

Gender, Agency and War examines this discourse against the background of three key moments of American foreign policy formation: the anti-nuclear movement of the 1980s, the Gulf War of the early 1990s, and the recent invasion of Iraq. For each of these moments the author explores the emergence of a historically specific and emblematic maternalized mode of female embodiment (ranging from the ‘hysterical’ antinuclear protester to the figure of ‘Supermom’), in order to shed light onto the various practices which define and enable expressions of American sovereignty. In so doing, the text argues that the emergence of particular raced, gendered, and maternalized bodies ought not to be read as merely tangential to affairs of state, but as instantiations of global politics. This work urges an approach that rereads the body as an ‘event’ – with significant implications for the ways in which international politics and gender are currently understood. This book will be of much interest to students of gender politics, critical security studies, US foreign policy and IR in general.
