Sir: The conviction of this nation being wide-spread, and becoming more general each day, that the peace and prosperity of the country and the permanency of our republican civilization, require a separation of the colored or negro race from us, suggests that the statesmen whose duty it is, from time to time, to reflect in their legislative movements such public sentiment as is well grounded and correct, should now assume and fix firmly in the national policy on this subject such fundamental principles of action as will prove lights and guides to the men who in after ages shall be obliged to meet and battle with difficulties like those you have encountered; for the experience of the past shows that the future is fraught with danger to the peace of this country. The calamity that now rests upon us had long been foreseen and deprecated by the wise and reflecting men of the past generation, and untiring efforts have been made to avoid them by many of the men of this. But the mass of the nation would not heed the words of warning; they abandoned themselves to the lead of our enemies, foreign and domestic; hence this storm of blighting war. Yet, terrible as is this civil war between men of kindred race for the dominion of the servant, future history will show that it has been moderate and altogether tolerable when contrasted with a struggle between the black and the white race, which, within the next one or two hundred years must sweep over this nation, unless the wise and prudent statesmen of this generation avert it. In that struggle the issue will be the existence of the weaker race, and we must not flatter ourselves that the most numerous, in all localities, will be the white race. Permit us, then, to ask your aid and influence to induce the people of this Republic, through their National and State governments, to make a speedy, energetic, and uniform move through all their courts of legislation, all their means of influence and agencies of political power, to produce the separation of those races, the removal of the colored race to a proper locality, and establishment in independence there. Lincoln interacted with many other African Americans during his presidency His unfailing cordiality to them, his willingness to meet with them in the White House, to honor their requests, to invite them to consult on public policy, to treat them with respect whether they were kitchen servants or leaders of the Black community, to invite them to attend receptions, to sing and pray with them in their neighborhoods—all those manifestations of an egalitarian spirit fully justified the tributes paid to him by Frederick Douglass and other African Americans like Sojourner Truth, who said: "I never was treated by any one with more kindness and cordiality than were shown to me by that great and good man, Abraham Lincoln.” Historian David S. Reynolds observed recently that only by examining Lincoln’s “personal interchange with Black people do we see the complete falsity of the charges of innate racism that some have leveled against him over the years.”

Despite Lincoln's frequent assertions that the preservation of the Union was his paramount goal, Guelzo insists that Lincoln was committed to abolition once hostilities commenced. His repudiation of efforts by John Fremont to liberate slaves were merely tactical retreats, according to Guelzo, and when he deemed the moment appropriate, Lincoln struck a mortal blow against the institution. Guelzo marshals considerable evidence to support his views, but this is hardly the final word on the subject. Still, his work is a valuable counterweight to those who too easily dismiss the importance of the document and Lincoln's role in eliminating slavery. Jay Freeman.

Book excerpt: According to accepted historical wisdom, the goal of the African Colonization Society (ACS), founded in 1816 to return freed slaves to Africa, was borne of desperation and illustrated just how intractable the problems of race and slavery had become in the nineteenth-century United States. But for Brandon Mills, the ACS was part of a much wider pattern of national and international expansion. Similar efforts on the part of the young nation to create, in Thomas Jefferson's words, an "empire of liberty," spanned Native removal, the annexation of Texas and California, filibustering campaigns in Latin America, and American missionary efforts in Hawaii, as well as the founding of Liberia in 1821. Mills contends that these diverse currents of U.S. expansionism were ideologically linked and together comprised a capacious colonization movement that both reflected and shaped a wide range of debates over race, settlement, citizenship, and empire in the early republic. The World Colonization Made chronicles the rise and fall of the colonization movement as a political force within the United States—from its roots in the crises of the Revolutionary era, to its peak with the creation of the ACS, to its ultimate decline with emancipation and the Civil War. The book interrogates broader issues of U.S. expansion, including the progression of federal Indian policy, the foundations and effects of the Monroe Doctrine and Manifest Destiny, and the growth of U.S. commercial and military power throughout the Western hemisphere.
