Would be happy to consider him for the contract, but his powers are constrained as the Board of Treasury has agreed on the principles of an extensive contract for all the demands of the establishment. The Board is apparently planning to select one contractor to provide payment, clothing, and rations, and other supplies. Seems to suggest it might be possible for Mr. Bruce to contract with the one overarching contractor. Under these circumstances, the profit would be less, but the payments would be more certain. Would be happy to put Mr. Bruce's name into contention. Also discusses the Massachusetts insurgents.

Thanks Lafayette for the kind treatment given to his brother William. Discusses the affair of Major Pierre Charles L'Enfant, who had been sent to France in 1783 to purchase jeweled eagle badges for the members of the Society of the Cincinnati. L'Enfant returned to America in 1784 and brought back many badges purchased on credit. The price proved too high for some officers, which left L'Enfant in a bind. Goes on to say that the Society approved of L'Enfant's conduct and owed 630 dollars to him for his services in France, which Knox says was recently offered to him. L'Enfant refused the payment until the entire issue of the badges purchased on credit is cleared up with the Society. Says L'Enfant will write to Lafayette. Reports he will keep Washington informed. Written on lined paper with an embossed image of a building on the upper left corner.

Writes, My brother whose resignation I hinted to you was possible, has decided to stay where he is. Indeed in the present state of commerce he can have no other prospects. Mr. Osgood & myself, will keep this object constantly in view, and in case of any vacancies or appointments, we shall use our utmost interest on the occasion. In respect to any vacancy under my direction, I shall consider it, at the refusal of your brother. Adds that he and Mrs. Knox send their love to Mrs. Gerry and her sister. Reports that since [Rufus] King has gone to Hartford, no New England members are present in Congress. Notes that there are not a sufficient number of members from the respective states to form a Congress.
