Book excerpt: The memoirs of Hortense (1646–1699) and of Marie (1639–1715) Mancini, nieces of the powerful Cardinal Mazarin and members of the court of Louis XIV, represent the earliest examples in France of memoirs published by women under their own names during their lifetimes. Both unhappily married—Marie had also fled the aftermath of her failed affair with the king—the sisters chose to leave their husbands for life on the road, a life quite rare for women of their day. Through their writings, the Mancinis sought to rehabilitate their reputations and reclaim the right to define their public images themselves, rather than leave the stories of their lives to the intrigues of the court—and to their disgruntled ex-husbands. First translated in 1676 and 1678 and credited largely to male redactors, the two memoirs reemerge here in an accessible English translation that chronicles the beginnings of women’s rights to personal independence within the confines of an otherwise circumscribed early modern aristocratic society.

The Oxford Handbook of Early Modern European History, 1350-1750 provides an account of the development of the subject during the past half-century, but primarily offers an integrated and comprehensive survey of present knowledge, together with some suggestions as to how the field is developing. It aims both to interrogate the notion of "early modernity" itself and to survey early modern Europe as an established field of study. This painstaking research into the emigrant archival and memorial presence in Britain uncovers a wealth of underused and alternative sources on this controversial population displacement. These include open letters and classified advertisements published in British newspapers, insurance contracts, as well as lists of addresses and passports drawn up by local authorities. These sources question the construction by British loyalists and French émigré elites of a stereotyped emigrant figure and their use of the trauma of forced displacement to advance ideological agendas. In fact, public and private discourses on governmental systems, foreigners, political and religious dissent, and the economic survival of French emigrants, demonstrate the heterogeneity of the responses to emigration in Britain. Ultimately, this book narrates a story in which the emigrant community and its host have been often unnoticeably yet fundamentally transformed by their encounter, in both practical and ideological domains.

When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? In particular, are they owed any protective responsibility by their kin state? How can cross-border kinship ties strengthen greater pan-national identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate inter-state conflict. This book suggests that an answer to the kin state dilemma might come from the formula "neither intervention nor indifference" that recognizes the special bonds but proscribes armed intervention based on the ties of kinship.--Publisher's description.

This book sheds light on the role of international military forces in post-conflict law enforcement. Drawing on numerous interviews, it shows that EU and NATO military forces have not systematically fought serious crime in Bosnia-Herzegovina and Kosovo. International actors need to better balance their own interests as well as the requirement to separate military and police functions with the urgent need to protect individuals in war-torn countries. The policy recommendations in the book are aimed at contributing to more effective, efficient, and legitimate peace operations in the Balkans and beyond.
