Eaton asserts that the war cannot be won with small detachments, rather the Indians must be "overwhelmed" with large numbers of troops and forts. He goes on to indicate the urgency of the present situation, remarking on the coming "sickly" season, as well as seasonal rains, that will impede troop movement and subsistence.

Jesup informs Schley that before he left Creek Indian territory, Major Charles H. Nelson proposed rasing a regiment of volunteers to fight the Indians in Florida. Jesup indicates his initial hesitation but expresses a newfound interest in the corps since the situation in Florida (probably the Second Seminole War, 1835-1842) has continued through the summer. Jesup requests that Schley issue orders for the organization of this regiment and march them to Tallahassee (Leon County, Florida). This letter is referred to in tcc597.

He asserts that the only way to subdue the Seminoles is to march directly into their country in a direct attack, but stresses that Florida forces alone cannot accomplish this offensive maneuver.

Jesup in Florida to Governor William Schley (Governor of Georgia, 1835-1837) asking whether the governor received his earlier letter about a regiment of volunteers needed in Florida. Jesup warns the governor that the Tennessee Brigade's tour is about to expire and that he will soon be left with an inadequate number of troops. He goes on to tell the governor of the recent capture of an Indian and about 40 of his black allies, whom Jesup says have given him much information about both black and Indian leaders and their whereabouts. Jesup claims that, with the help of the requested new regiment, he may be able to end the war by mid-January. Jesup also claims that the Seminole War is really a "negro ... war" and not an Indian one, and it is therefore very important for the South that the war end as quickly as possible.
