Book excerpt: Recent debates about the return of colonially looted heritage have furthered the discussions on decolonisation around the world, and have reignited questions surrounding “what is, and who owns, cultural heritage”. These discourses in the meaning, production and management of heritage – with a growing presence of themes that address “Latinities” – have gained greater visibility in Latin America and the Caribbean, as challenges surrounding cultural heritage arise more prominently worldwide. The attention on this region aims to contextualise the various theoretical, empirical, and critical perspectives in relation to the negotiation of decolonisation. Hence, this book focuses on the analysis of diverse modes of confronting the power underlying colonial heritage that can contribute to pushing boundaries and persuading changes in pre-established definitions of political thought and local identities. To this end, the chapters in this book focus on a wide scope of topics, ranging from the repatriation and restitution of cultural heritage, and diasporic movements to decolonial practices around monuments, museums, and education. In so doing, this volume challenges stereotypes that made Latin America and the Caribbean a space of mere reproducibility of external ideas, and instead provides a space to show current decolonial perspectives and practices developed in the region that will enrich the international debate on the contestation of colonial legacies and decolonisation of cultural heritage.

In colonial Brazil, observers frequently complained that Portuguese settlers appeared content to remain “clinging to the coastline, like crabs.” From their perspective, the vast Brazilian interior seemed like an untapped expanse waiting to be explored and colonized. This divide between a thriving coastal area and a less-developed hinterland has become deeply ingrained in the nation’s collective imagination, perpetuating the notion of the interior as a homogeneous, stagnant periphery awaiting the dynamic influence of coastal Brazil. The Interior challenges these narratives and reexamines the history of Brazil using an “interior history” perspective. This approach aims to reverse the conventional conceptual and geographical boundaries often employed to study Brazilian history, and, by extension, Latin America as a whole. Through the work of twelve leading scholars, the volume highlights how the people and spaces within the interior have played a pivotal role in shaping national identities, politics, the economy, and culture. The Interior goes beyond the traditional boundaries of borderland and frontier history, expands on the current wave of scholarship on regionalism in Brazil, and, by asking new questions about space and nation, provides a fresh perspective on Brazil’s history.

In fact, in deciding to publish the arbitration clauses and arbitral awards from 1794 to 1900, Henri La Fontaine was doing pioneering work, foreshadowing the famous Reports by half a century. As we near the end of the century, the 'Pasicrisie internationale' remains just as pertinent as it was when first published in 1902. This collection of arbitral awards, with its modest appearance, has certainly contributed more to the development of international arbitration case law than any number of lyrical speeches advocating peace through law. First edition printed in 1902 by Stämpfli, Bern. Lorsque l'Organisation des Nations Unies entreprit la publication de son Recueil des sentences arbitrales, elle identifia la Pasicrisie internationale comme constituant l'une des rares véritables collections générales de jurisprudence internationale préexistantes. De fait, en décidant de rassembler les clauses compromissoires et les sentences arbitrales de 1794 à1900, Henri La Fontaine avait fait oeuvre de pionnier et il préfigurait, avec un demi-siècle d'avance, le célèbre Recueil. En cette fin de siècle, la Pasicrisie internationale constitue donc un outil de travail toujours aussi actuel que lors de sa publication en 1902. Since then, Indigenous organizations have mobilized to demand restitution of their ancestral territories seized over the past 150 years. Sentient Lands is a historically grounded ethnography of the Mapuche people’s engagement with state-run reconciliation and land-restitution efforts. Piergiorgio Di Giminiani analyzes environmental relations, property, state power, market forces, and indigeneity to illustrate how land connections are articulated, in both landscape experiences and land claims. Rather than viewing land claims as simply bureaucratic procedures imposed on local understandings and experiences of land connections, Di Giminiani reveals these processes to be disputed practices of world making. Ancestral land formation is set in motion by the entangled principles of Indigenous and legal land ontologies, two very different and sometimes conflicting processes. Indigenous land ontologies are based on a relation between two subjects—land and people—both endowed with sentient abilities. By contrast, legal land ontologies are founded on the principles of property theory, wherein land is an object of possession that can be standardized within a regime of value. Governments also use land claims to domesticate Indigenous geographies into spatial constructs consistent with political and market configurations. Exploring the unexpected effects on political activism and state reparation policies caused by this entanglement of Indigenous and legal land ontologies, Di Giminiani offers a new analytical angle on Indigenous land politics.
