Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).

Book excerpt: The contribution of government, non-governmental organisations and the private sector towards rural development has surfaced in many forms during the different rural development experiences since the 1950s. The South African Government's Integrated Sustainable Rural Development Programme (ISRDP) is characterised by a notable emphasis for intensified stakeholder participation in rural development. The ISRDP established certain principles that impact on the level of stakeholder mobilisation for the programme. This study aims to explore the level and nature of stakeholder engagement in the implementation of the ISRDP. The experiences by selected nodes (municipalities) on these stakeholder relationships are explored. The involvement of the three spheres of government, the private sector, the community, funders and other partners is also discussed. The results of the study indicate that stakeholder mobilisation for the ISRDP in the nodal municipalities has not reached its maximum level in terms of the integration of existing rural development projects, resource mobilisation, community participation, and communication. Arguments of why this is happening and recommendations to improve the situation are provided.

Through their explanatory outline of three distinct phases in South African rural development law and policy: 1994-2000 (the Reconstruction and Development Programme and related documents and their implementation); 2000-April 2009 (the Integrated Sustainable Rural Development Strategy and its implementation) and April 2009 (the Comprehensive Rural Development Programme and related documents), the authors review some of the historical strengths and future prospects related to rural development in South Africa. Based on an assessment of historical trends, a number of recommendations are made for government's way forward in the implementation of the constitutional objectives, law and policy relevant to rural development in the country.
