However, the plethora of interest group studies that exist have not consolidated our understanding of these actors. These analyses have been subject to the vagaries of different theoretical perspectives and vary greatly in their conceptual and methodological frameworks. Consequently, a not always complementary and fragmented series of findings has emerged. This book is a systematic and comprehensive effort at investigating and integrating the state of the art in European interest group research. Combining the analysis of interest group politics in the EU with the comparative study of interest organizations, the book seeks to identify the areas about which there is consolidated knowledge, that are marked by controversies, in which considerable uncertainty exists, that have been omitted from research programs and that ought to be part of future studies. Thereby, it provides a general reflection on how the study of interest group politics can be improved by linking it to the comparative study of governance. Book excerpt: Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

Book excerpt: In School of Europeanness, Dace Dzenovska argues that Europe’s political landscape is shaped by a fundamental tension between the need to exclude and the requirement to profess and institutionalize the value of inclusion. Nowhere, Dzenovska writes, is this tension more glaring than in the former Soviet Republics. Using Latvia as a representative case, School of Europeanness is a historical ethnography of the tolerance work undertaken in that country as part of postsocialist democratization efforts. Dzenovska contends that the collapse of socialism and the resurgence of Latvian nationalism gave this Europe-wide logic new life, simultaneously reproducing and challenging it. Her work makes explicit what is only implied in the 1977 Kraftwerk song, "Europe Endless": hierarchies prevail in European public and political life even as tolerance is touted by politicians and pundits as one of Europe’s chief virtues. School of Europeanness shows how post–Cold War liberalization projects in Latvia contributed to the current crisis of political liberalism in Europe, providing deep ethnographic analysis of the power relations in Latvia and the rest of Europe, and identifying the tension between exclusive polities and inclusive values as foundational of Europe’s political landscape.

This dream-driven approach and reluctant runner’s model have highlighted some fundamental realities of European integration, extremely inspiring for the future of the EU and the ongoing Asian regionalism. This book consists of three parts and thirteen chapters. It aims to explain European integration, the EU’s role in global governance and the EU’s impact upon Asian regionalism with the help of the European Dream approach and reluctant runners’ model. Trump’s unilateralism, the rising tensions between the US and PRC and the COVID-19 pandemic may be a turning point for world politics. Both globalization and global governance have consequently slowed down, giving place to regionalism and inter-regionalism. It analyses in detail their practices in devolving responsibilities from the subnational to the central level, compares them to those of the European Union, and draws lessons for a possible future fiscal union in Europe. More specifically, this book tries to answer three sets of questions: What is the role of centralized fiscal policies in federations, and hence the size, features and functions of the central budget? What institutional arrangements are used to coordinate fiscal policy between the federal and subnational levels? What are the links between federal and subnational debt, and how have subnational financing crises been handled, when they occurred? These policy questions are critical in many federations, and central to the current discussions about future paths for the European Union. This book brings to the table new, practical insights through a systematic and comprehensive comparison of the EU fiscal framework with that of federal states. It also departs from the decentralization perspective that has been prominent in the literature by focusing on the role of the centre (which responsibilities are centralized at the federal level and how they are handled, rather than which functions belong to the local level).
