Book excerpt: The Department of Defense has long been able to play a major role in international humanitarian assistance and disaster response (HA/DR) due to its unique capabilities, manpower, and forward-deployed resources. The Asia-Pacific region is of particular importance to the United States because it bears the brunt of more than half of the world's natural disasters and is home to numerous key U.S. allies. In an effort to improve the effectiveness of HA/DR operations in the future, this report analyzes recent operations in Burma, Indonesia, Pakistan, and Japan, and identifies lessons that have emerged in the areas of (1) interagency coordination, (2) communication with the affected country, (3) coordination with other state and non-state actors, (4) prospects for U.S. security cooperation and building partner capacity for HA/DR, and (5) prospects for the increased involvement of regional organizations in HA/DR. This report also identifies complementary capabilities and comparative advantages that exist around the region, presents options for leveraging these capabilities to deal with future disasters, and assesses various crisis management mechanisms involving allies and partners that can be applied to other contingencies.

Indeed, considering that the region accounts for more than half of the total number of disasters in the world, building capacity and resilience to mitigate the devastating impact of disasters is a pressing task for local actors. This book takes a regional, multidisciplinary and multi-actor approach to improve understandings of how various actors respond to natural and human-induced disasters in the Asia-Pacific region. It examines the ideas and activities of four different categories of agents: civil society; military and state institutions; local cultural knowledge and the media; and economic initiatives, and these themes are approached from various academic disciplines, ranging from anthropology and cultural studies to economics, human geography and political science. The contributors draw their findings from a variety of countries in the region, including China, Fiji, India, Indonesia, Japan, Myanmar and Samoa, and importantly, focus on the interconnection between vulnerability and resilience. In turn, the book highlights how the nature and magnitude of disasters are influenced by social conditions, and aims to contribute to policies that prioritize development opportunities to enhance resilience. Further, it explores the complicated and multifaceted role of agency in building resilience, and presents a comparative framework for analysis and key findings from the Asia-Pacific region. The focus of this book on recent and ongoing disasters makes it a topical and timely contribution to the growing field of disaster management, and as such it will appeal to students and scholars of environmental studies, development studies and Asian politics.

Book excerpt: Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

It is a volatile region, subject to destabilization by regional conflicts fueled by historical animosity and anticipated future natural resource scarcity. USPACOM is also the region most likely to be effected by natural disasters, as it has absorbed 80 percent of the world's natural disasters in the past decade. The United States will be a stakeholder in resolving the natural disasters in USPACOM. To posture the US Military resources effectively during Phase 0, the pre-crisis phase, the United States should nurture its relationship with the Philippines in terms of disaster preparation. In doing so, the United States military will posture itself in an advantageous position relative to emerging threats in the USPACOM area of responsibility. The operational reach provided by basing in the Philippines, as well as the valuable sea lines of communication, will allow the United States to maintain a tempo appropriate to address emerging threats. Additionally, pre-crisis preparedness exercises will serve as pre-combat rehearsals for the military to become familiar with the terrain and hydrography of Southeast Asia. Finally, the working relationships the military will develop while perform pre-crisis preparation, or when responding to an actual disaster, will be a combat multiplier when the military is called upon to respond to a threat. While responding to Cyclone Nargis in Burma in 2008, the USG and DoD captured several best practices and identified areas of weakness. The Government Accountability Office (GAO) underscored the relief efforts in Burma as "less than optimal interagency coordination." A critical misstep early in the Cyclone Nargis relief efforts resulted from the perceived condemnation from then-First Lady Laura Bush of the Burmese government's failure to warn the population in time. This strategic communications effort ran counter to the narrative that the Joint Task Force (JTF) Caring Response tried to weave, which was that the United States was a trusted partner during the relief operations. Friction between the DoD and USAID resulted from divergent priorities and incongruent mission understandings. Specifically, the DoD viewed gaining access to the reclusive country as a strategic success and identified the number of C-130 relief flights allowed into the country as a metric of success. In contrast, USAID preferred to measure success in terms of what supplies were delivered. With preferences again diverging, the military opted to deliver supplies such as five gallon cans of water, maximizing the cargo capacity of the aircraft. USAID had argued that mosquito nets would be much more valuable, but the DoD disapproved because the nets were not dense enough to maximize lift capacity. On a more positive note, the GAO identified as a best practice the DoD maintaining all communications on the unclassified level, fostering effective interagency communication.

Book excerpt: The United States uses humanitarian assistance and disaster relief efforts after manmade and natural disasters to meet long-term strategic goals and reduce human suffering. Each fiscal year these humanitarian assistance and disaster relief projects are primarily administered through the Department of State and the Department of Defense. In the past decade, the frequency and intensity of man-made and natural disasters has increased, subsequently increasing the number of individuals living in vulnerable or recovering communities around the globe. However, overall spending on humanitarian assistance by the United States has decreased compared to levels of assistance provided in the past. As a result, it has become imperative that financial and physical assistance is allocated as effectively and efficiently as possible in order to truly decrease human suffering. The focus of this thesis is on Department of Defense projects funded through the Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) Appropriation program. Currently, there is no transparent, geographically scalable, data driven, or consistent process used by the Department of Defense for their site selection decision-making process. Therefore, the Department is criticized for potentially selecting a suite of ineffective, repetitive, biased projects for funding. To help combat this issue, the Army Corps of Engineers has designed a decision process incorporating multi criteria decision analysis, presented here. This proposed process will create transparency, allow for flexibility, apply to all regions of the globe, and ultimately increase effectiveness of Department of Defense humanitarian assistance and disaster relief projects.

Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.
