The scale of the devastation and ensuing human suffering prompted the biggest response endeavour to any natural disaster in history.Post-Disaster Reconstruction will be the first major book that analyses the different perspectives and experiences of the enormous post-tsunami reconstruction effort. It looks specifically at the reconstruction efforts in Aceh, one of the regions most heavily-hit by the tsunami and a province that has until recently suffered nearly three decades of armed conflict. Positioning the reconstruction efforts within Aceh's multi-layered historical, cultural, socio-political and religious contexts, the authors explore diverse experiences and assessments of the reconstruction. It considers the importance of the political and religious settings of the reconstruction, the roles of communities and local non-government organisations and the challenges faced by Indonesian and international agencies. From the in-depth examination of this important case study of disaster reconstruction - significant not only because of the huge scale of the natural disaster and response but also the post-conflict issues - the editors draw together the lessons learned for the future of Aceh and make general recommendations for post-disaster and post-conflict reconstruction-making.

Book excerpt: This paper examines the purpose, consequences, and lessons to be drawn from the security operations conducted by Indonesian forces in Aceh since 1990. As the vested interests of the TNI and its emphasis on a military solution have contributed to an escalation of the conflict, it argues that the military requires an exit strategy to be followed by socio-economic reconstruction. The paper is divided into four sections. The first outlines the root causes of the conflict and discusses military operations during the period 1990?98 when Aceh was designated a Military Operations Area (Daerah Operasi Militer; DOM). Security operations in Aceh between the downfall of Suharto?s New Order regime in May 1998 and May 2003, when the government finally decided to impose martial law and launch a full-scale military crackdown in the province are explored in the second section. The third explores the conduct of the counterinsurgency operation during the first six months of martial law in the province. The final section looks at how the government?s failure to consider the wider context of the conflict undermines the relative gains achieved on the military front. While security operations during the 1990s contributed to the aggravation of the problem??due primarily to the failure of Indonesia?s military to protect human rights??the military operation since May 2003 will not end the conflict in Aceh if the government fails to undertake non-military measures to address the root causes of the problem in the province.This is the third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: The tsunami that struck a dozen countries around the Indian Ocean on 26 December 2004 evoked international sympathy on a scale beyond any previous natural disaster. The international relief effort broke all records both in scale and diversity, with seven billion U.S. dollars donated from all over the world through public and private agencies for Sumatra alone. Simply as a reconstruction effort, therefore, the disbursement of those funds and the rebuilding of housing, infrastructure, and economy posed major national and international challenges. However this was not simply a reconstruction effort. Aceh at that time was a war zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities. This volumes serves the purpose not only of discussing some of the lessons of the Aceh reconstruction and peace processes, but also of maintaining critical links between Aceh and the international community after the initial tranches of aid expire.

Book excerpt: More than two and one-half years after the signing of the Helsinki Memorandum of Understanding (MoU) between the Government of Indonesia and the Free Aceh Movement, peace still holds in the Indonesian province of Aceh. This monograph looks at the role of international involvement in the Aceh peace process from the signing of the agreement in August 2005 until the end of 2006. It considers the role of the Aceh Monitoring Mission (AMM), a joint civilian body of the European Union and the Association of Southeast Asian Nations, and of aid agencies such as the United States Agency for International Development, the International Organization for Migration, the United Nations Development Programme, and the World Bank. It seeks to answer four questions: To what extent does international involvement account for the success of the peace deal? What accounts for variations in the effectiveness of international agencies? What factors shaped the ways in which agencies could participate in the peace process following the signing of the Helsinki MoU? And what lessons can be learned from the Aceh experience for other peace processes, in particular in places where the state remains strong? The study finds that domestic factors were more important than international involvement in bringing peace to Aceh. AMM played an effective but narrow role, and its success counters arguments for inclusive and broad "human security" approaches to peacebuilding. The net effect of international aid agencies was positive, but by and large they did not shape government policies and provided technical assistance that was often of limited use. Local knowledge and ability to work within political constraints were key factors in the success of international aid. The study shows that pragmatic approaches and realistic expectations are needed in determining how international actors can best support peace processes elsewhere.
