Book excerpt: In spite of the expanding role of public participation in environmental decisionmaking, there has been little systematic examination of whether it has, to date, contributed toward better environmental management. Neither have there been extensive empirical studies to examine how participation processes can be made more effective. Democracy in Practice brings together, for the first time, the collected experience of 30 years of public involvement in environmental decisionmaking. Using data from 239 cases, the authors evaluate the success of public participation and the contextual and procedural factors that lead to it. Thomas Beierle and Jerry Cayford demonstrate that public participation has not only improved environmental policy, but it has also played an important educational role and has helped resolve the conflict and mistrust that often plague environmental issues. Among the authors' findings are that intensive 'problem-solving' processes are most effective for achieving a broad set of social goals, and participant motivation and agency responsiveness are key factors for success. Democracy in Practice will be useful for a broad range of interests. For researchers, it assembles the most comprehensive data set on the practice of public participation, and presents a systematic typology and evaluation framework. For policymakers, political leaders, and citizens, it provides concrete advice about what to expect from public participation, and how it can be made more effective. Democracy in Practice concludes with a systematic guide for use by government agencies in their efforts to design successful public participation efforts.

This is the main topic of the book “The transformation of University institutional and organizational boundaries”. Several signals of shifting boundaries can be envisaged in higher education and research institutions which could be glimpsed through organizations, the institutions and changes to the academic profession. That of boundaries crossing in Higher Education is a complex and heterogeneous issue, which characterizes scientific knowledge today and represents a key issue when looking at University transformations across contexts and policies, instruments and practices. The analysis of boundaries supplies interpretative frameworks for the interactions between the development of professions and disciplines, as well as the relationships of the science with various parts of society such as state, professionals and the market. Fuelling further the discussion on HEIs transformations allows capturing changes in the function, objectives and scope of higher education and research institutions, the move beyond sectoral and disciplinary boundaries and the increasingly blurred boundaries of academic professions and of scientific work. Public policies and HE reforms can push or impede the mentioned transformations but they can also derive from individual likelihood of moving in blurring spaces or from the transformations of the epistemic communities and the emergence of new fields and sectors. Hence, changes are there, open to our observations.

The book acknowledges that society has a long history of adapting to the impacts associated with climatic variability and change but makes the point that climate change poses a real threat to already strained coping systems. Therefore there is a need to realign human use systems with changing climate conditions.

The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society.
