Moseley (1887 - 1915), the son and grandson of distinguished English scientists, a favorite student of Rutherford's and a colleague of Bohr's, completed researches of capital importance for atomic physics just before the outbreak of World War I. He was urged to devote himself to scientific war work in England, but his duty as he aw it was to join the battle. He procured himself command of a signaling section in the Royal Engineers, a speedy trip to Gallipoli, and death in the bloody battle for Sari Bair. In this work the author presents a full record of Moseley's brief and brilliant career. It gives instructive detail about Eton, which, as Heilbron shows, offered more opportunity for acquiring a foundation in science than its emphasis on Greek and games would suggest; about Oxford, a scientific backwater in Moseley's time; and about Rutherford's thriving laboratory at the University of Manchester. It describes in detail Moseley's apprenticeship in experimental physics, his growth under the tight supervision of Manchester, and his classical independent work on X rays, which almost certainly would have brought him the Nobel Prize. An epilogue sketches the chief results secured by other in the decade after his death in the research lines he opened. Heilbron's account is informed by an unequaled acquaintance with the relevant manuscript material, including all of Moseley's known correspondence (most of which he discovered) and the paper of colleagues such as Bohr, W. H. Bragg, G. H. Darwin, F. A. Lindemann (Lord Cherwell), Rutherford, Henry Tizard, Georges Ubrain, and G. von Hevesy. An important feature of the book is the publication, in extenso, of Moseley's surviving correspondence. These letters are not only a rich source for historians of science and of education. Tehy are also splendid reading: well-written records of the maturing of a strong mind, pithy commentaries on the Establishment as Moseley saw it, and exciting notices of the course of one of the most important researches in modern physical science. Book excerpt: This book offers the first comprehensive examination of Russia's Arctic strategy, ranging from climate change issues and territorial disputes to energy policy and domestic challenges. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

The book first offers information on the division of the spectra of rare earth elements and Sc and Y into three groups. The spectra of Ce, Pr, Nd, Gd, Tb, Dy, Ho, and Er have lines that, however, do not form characteristic line groups. The text underscores that in preparing the Atlas, the spectral pure-grade rare earth oxides sold by the Johnson & Matthey Co. were considered. Through the help of their spectra, the usable analysis lines and the wavelength values of the interfering spectral lines are created. The operating and photographic conditions are tabulated. The book stresses that for each rare earth, the analysis lines are provided in order of decreasing wavelength. The number located in the lower left corner for each analysis line indicates its relative intensity. The fifteen columns contain the interfering lines of other rare earths and of Sc and Y. The interfering lines are created through the use of the double projector of the Optica Milano Co. and the Gatterer Spectrum. The text is a great source of information for readers wanting to analyze rare earths with the Zeiss Q 24 spectrograph or with instruments of similar dispersion.
