During the 1970s and 1980s, Africans and Westerners alike came to view dictatorship to be as much a part of the region’s social landscape as its grinding poverty. Yet the end of the Cold War and the sharpening of the economic crisis at the end of the 1980s have breathed new life into campaigns for democracy in Africa, shaking the foundations of many long-standing autocracies. In some cases, dramatic transitions took place, though the fate of the new democracies is far from certain. This volume explores the origins and evolution of political reform movements in several states of francophone Africa. The authors first make the case for the distinctiveness of francophone Africa, based on the influences of colonial history, language, and France’s contemporary role in Africa, then survey the challenges of reform, including the problems of transition from authoritarianism and consolidation of democratic regimes. Case studies of thirteen former French and Belgian colonies follow, organized by level of reform achieved: peaceful regime change, incremental reforms, repressed reform efforts, and reform in the midst of war.

The main official languages of most African countries are Indo-European, in many instances Romance. Twenty-six states are presented in relation to French, four to Italian, six to Portuguese, and two to Spanish. The result is a comprehensive overview of the Romance languages in modern-day Africa. Currently, some impressive governance reforms are underway in many countries. This includes cases such as Nigeria – formerly the most corrupt country in the world according to Transparency International. Yet other countries such as Chad are still in reform deadlock. To account for these differences, this book examines governance reform in Sub-Saharan Africa based on an analysis of international and domestic pressures and counter-pressures. It develops a four phase model explaining why governance reforms advance in some instances, whilst in others governance reforms stagnate or even relapse. No study has sought to systematically examine the political forces, both international and domestic, behind the successful conduct of governance reform in Sub-Saharan Africa. Yet, coordination, collaboration and mutual support between international and domestic actors is critical to push individual governments onto the path of reform. This book shows that while international and domestic pro-reform pressures are important, an analysis of anti-reform pressures is also necessary to explain incomplete or failed reform. The main theoretical arguments are structured around four hypotheses. The hypotheses are theoretically generated and tested over four case studies – Madagascar, Kenya, Nigeria and Chad. On this basis, the good governance socialization process is inductively developed in the concluding chapter. This model illustrates how governance practices can evolve positively and negatively in all countries of Sub-Saharan Africa, based on the nature and relative strength of international and domestic pressures and counter-pressures.

Book excerpt: This book presents a comparative history of slavery and the transition from slavery to free labour in Zanzibar and Mauritius, within the context of a wider comparative study of the subject in the Atlantic and Indian Ocean worlds. Both countries are islands, with roughly the same size of area and populations, a common colonial history, and both are multicultural societies. However, despite inhabiting and using the same oceanic space, there are differences in experiences and structures which deserve to be explored. In the nineteenth century, two types of slave systems developed on the islands – while Zanzibar represented a variant of an Indian Ocean slave system, Mauritius represented a variant of the Atlantic system – yet both flourished when the world was already under the hegemony of the global capitalist mode of production. This comparison, therefore, has to be seen in the context of their specific historical conjunctures and the types of slave systems in the overall theoretical conception of modes of production within which they manifested themselves, a concept that has become unfashionable but which is still essential. The starting point of many such efforts to compare slave systems has naturally been the much-studied slavery in the Atlantic region which has been used to provide a paradigm with which to study any type of slavery anywhere in the world. However, while Mauritian slavery was 100 per cent colonial slavery, slavery in Zanzibar has been described as ‘Islamic slavery’. Both established plantation economies, although with different products, Zanzibar with cloves and Mauritius with sugar, and in both cases, the slaves faced a potential conflictual situation between former masters and slaves in the post-emancipation period.
