À partir de l'analyse concrète de huit sites, les politiques de développement local s'attachent à identifier les acteurs et les actions concernés par la mise en œuvre de ces politiques, à comprendre les dynamiques sociales et institutionnelles que leurs initiatives ont pour effet de produire et à rendre compte des enjeux identitaires auxquels sont confrontés les territoires et leurs populations impliqués dans de tels processus de transformation. Il apparaît que la mise en couvre de ces politiques territoriales de développement correspond à une forme particulière de gestion de l'action collective au niveau local dont l'efficacité repose notamment sur des capacités locales d'élaboration de diagnostic et de projet, de négociation et de contractualisation d'actions dont l'analyse permet de définir les conditions de réussite des actions engagées.
