Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

Book excerpt: Le redressement de l’Afrique subsaharienne a été spectaculaire au cours des deux dernières décennies. Après de nombreuses années de déclin, l’économie du continent a commencé à reprendre de la vigueur au milieu des années 90. Grâce à cette croissance macroéconomique, la santé de la population s’est améliorée, le nombre des jeunes fréquentant l’école a augmenté, et le taux d'extrême pauvreté a diminué de 54 % en 1990 à 41 % en 2015. La région a connu moins de conflits (en dépit de ceux qui couvent dans certains pays et du nombre inquiétant des personnes déplacées), un élargissement des libertés politiques et sociales, et des progrès dans l’égalité hommes-femmes. Malgré ces avancées, les défis sont énormes. La croissance économique a ralenti au cours des dernières années. Les taux de pauvreté affichés dans de nombreux pays sont les plus élevés du monde. Et la croissance démographique africaine provoque une augmentation du nombre des pauvres du continent. Au niveau mondial, on assiste à un déplacement de la pauvreté de l'Asie du Sud vers l'Afrique. La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.

In such cases, courts need to consider and apply different laws that relate to company governance, to determine the competent forum, to define which bodies of law to apply, and to ensure the adequate execution of judgments. The book also discusses how alternative methods of dispute settlement can relate to this topic, and the important role that private international law plays in access to remedy for corporate-related human rights abuses. This collection comprises 20 national reports from jurisdictions in Europe, North America, Latin America and Asia, addressing the private international law aspects of corporate social responsibility. They provide an overview of the legal differences between geographical areas, and offer numerous examples of how states and their courts have resolved disputes involving private international law elements. The book draws two preliminary conclusions: that there is a need for a better understanding of the role that private international law plays in cases involving transnational elements, in order to better design transnational solutions to the issues posed by economic globalisation; and that the treaty negotiations on business and human rights in the United Nations could offer a forum to clarify and unify several of the elements that underpin transnational disputes involving corporate human rights abuses, which could also help to identify and bridge the existing gaps that limit effective access to remedy. Adopting a comparative approach, this book appeals to academics, lawyers, judges and legislators concerned with the issue of access to remedy and reparation for corporate abuses under the prism of private international law.

Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."
