Cette révolution résulte beaucoup des conditions d'existence (durée et dureté du travail, misère, conditions d'hygiène et de santé, habitat, criminalité) dont atteste une très forte mortalité chez les classes populaires. Il n'est donc pas étonnant que pour la première fois la question du logement apparaît parmi les revendications. La dénonciation des conditions d'insalubrité des logements devient alors une revendication importante, qui conduit au premier vote d'une loi sur l'habitat populaire en 1850. Le logement-marchandise " de Monsieur Vautour, ce type de propriétaire rapace décrit par Balzac et illustré par Daumier ou Grandville, commence à être dénoncé, tandis que différentes initiatives philanthropiques se mettent en place. Cependant, il faut attendre 1894 pour qu'une loi crée les Habitations à bon marché (IIBM, ancêtre des actuels HLM), et 1912 pour que la puissance publique soit autorisée à participer au financement d'habitat de la classe souffrante ". Cette étude s'intéresse à l'action des acteurs politiques et réformateurs sociaux tels que le vicomte Armand de Melun, Frédéric Le Play, Jules Siegfried ou Georges Picot. Ces républicains libéraux oeuvrent lentement à la mise en place d'une intervention publique en faveur du logement, souvent afin de contrecarrer l'influence grandissante du socialisme parmi la classe ouvrière.

Book excerpt: French Urban Planning 1940-1968 explores the creation and progressive dismantling of France's centralized, authoritarian system of urban and architectural planning. Established in the wake of World War II to facilitate the reconstruction and expansion of cities, this planning program led to the evolution of large suburban housing estates plagued by inter/intra family conflict, juvenile delinquency, and other social difficulties, which sociologists connected to poor planning and design. Critics began calling for the democratization of planning to remedy design problems, and the government of Charles de Gaulle started reforming planning procedures in the late 1950s and early 1960s. This book moves beyond technical and political issues to explore forces of religion, gender, and class that affected planning practices. Key critics and state officials emerged from the Catholic Left. Some were women from working-class backgrounds, and they manipulated gender stereotypes to insert working- and middle-class women into the design process. Sometimes in opposition, but often together, these reformers initiated the most significant change of architectural and urban planning until the introduction of François Mitterrand's decentralization reforms in the 1980s. Book excerpt: Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law, misrepresented in textbooks as being an utter failure, covered over 50 percent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink - or at least modify - the common view of interwar France as a time of utter political, economic, and social failure.

Book excerpt: In this important contribution both to the study of social protest and to French social history, Roger Gould breaks with previous accounts that portray the Paris Commune of 1871 as a continuation of the class struggles of the 1848 Revolution. Focusing on the collective identities framing conflict during these two upheavals and in the intervening period, Gould reveals that while class played a pivotal role in 1848, it was neighborhood solidarity that was the decisive organizing force in 1871. The difference was due to Baron Haussmann's massive urban renovation projects between 1852 and 1868, which dispersed workers from Paris's center to newly annexed districts on the outskirts of the city. In these areas, residence rather than occupation structured social relations. Drawing on evidence from trail documents, marriage records, reports of police spies, and the popular press, Gould demonstrates that this fundamental rearrangement in the patterns of social life made possible a neighborhood insurgent movement; whereas the insurgents of 1848 fought and died in defense of their status as workers, those in 1871 did so as members of a besieged urban community. A valuable resource for historians and scholars of social movements, this work shows that collective identities vary with political circumstances but are nevertheless constrained by social networks. Gould extends this argument to make sense of other protest movements and to offer predictions about the dimensions of future social conflict.

Book excerpt: Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.
