Tel est le propos de cet ouvrage collectif qui réunit des contributions de spécialistes du sujet en science politique ou en sciences de l'information et de la communication. Les auteurs interrogent le travail de légitimation des décisions politiques sous l'angle de la « communication publique ». Cette dernière est aujourd'hui une activité fortement intégrée dans les différentes institutions du pouvoir politique, avec ses équipes de professionnels diplômés et expérimentés, avec aussi des moyens et des compétences à la fois distincts et aujourd'hui pleinement reconnus comme partie prenante du travail politique. La « communication publique » compte aussi ses acteurs-promoteurs qui, à titre personnel ou au nom des associations professionnelles du secteur, tendent à en imposer une définition fonctionnaliste. Portée par l'exigence d'information des citoyens (« publics », « usagers », « administrés », « ressortissants »), cette activité serait ainsi indemne de tout calcul ou intérêt politique. Contre cette définition « indigène », les contributions proposées dans cet ouvrage analysent l'espace professionnel de la communication politique institutionnelle comme un « monde » multiple, hiérarchisé, traversé de tensions et concurrences diverses et, articulé à d'autres mondes (médias, lobbys, défenseurs de causes, experts, etc.) investis dans les affaires publiques. À partir de situations concrètes étudiées au plus près des acteurs, les auteurs réunis ici mettent au jour les rapports institués et négociés mais aussi les interdépendances qui se nouent entre ces mondes. Au-delà de leurs spécificités sociales et historiques, ces situations donnent à voir l'agencement des univers de discours, de pratiques et de relations où se produit la « communication publique ». Il en ressort que la compréhension du travail de légitimation de l'action publique ne peut désormais faire l'économie d'une approche empirique et pluridisciplinaire, également attentive à la sociologie des acteurs et à l'analyse des pratiques discursives ou sémiotiques, tant les manières de faire des acteurs sont indissociables des discours qui les fondent.
