Que révèlent-ils de l’évolution de nos sociétés européennes ? C’est tout l’enjeux auquel cet ouvrage se propose de répondre. Basé sur l’analyse comparative des migrations récentes de jeunes Polonais au Royaume-Uni et de jeunes Roumains en Espagne, l’ouvrage questionne la place de la mobilité internationale dans le changement social contemporain. La mobilité n’est pas simplement le produit d’inégalités entre pays européens. Elle est également le résultat du processus de flexibilisation de l’emploi, en particulier non qualifié, dans le contexte d’une compétition accrue pour l’accès au marché du travail. Les jeunes migrants Européens, lourdement déclassés dans les pays d’accueil, constituent alors la face cachée de ce phénomène, alors même que les formes les plus légitimées de mobilité internationale (Erasmus, mobilité des cadres) sont promues et encouragées. En s’appuyant sur une enquête par entretiens, l’ouvrage s’intéresse aux conséquences de la mobilité sur les trajectoires, aussi bien professionnelles que personnelles, constitutives d’une instance de socialisation particulièrement marquante (l’entrée dans Ia vie adulte, et bien souvent, les premières expériences du monde du travail). Dans le contexte de la libre circulation, la possibilité d’aller et de venir peut être à la fois une chance et un piège, une opportunité et un risque, et c’est ce que nous tentons alors de comprendre.

Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. Policy design must also take these factors into account. Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. It will appeal to researchers, academics, practitioners, and others interested in taking a deeper look in (im)migration issues.

In this book, leading historians and social scientists analyze and compare a variety of settlement processes in past and present migration to Western Europe. Identifying general factors in the process of adaptation of new immigrants, the contributors trace social changes effected by recent European immigration, and the parallels with the great American migration of the 1880s-1920s. The history of migration to Western Europe and the way these migrants found their place in the receiving societies, is not only essential to understand the way nations deal with newcomers in the present, but also constitutes a highly interesting laboratory for different paths of integration now and then. By analyzing and comparing a wealth of settlement processes both in the past and in the present this book is both a bold interdisciplinary endeavor, and at the same time the first attempt to identify general factors underlying the way migrants adapt to their new surroundings, as well as how societies change under the influence of immigration. The chapters in the book both look at specific groups in various periods, but also analyses the structure of the state, churches unions and other important organized actors in Western European nation states. Moreover, the results are embedded in the more theoretical American literature on the comparison of old and new migrants. All chapters have an explicit comparative perspective, either by comparing different groups or different periods, whereas the general conclusion ties together the various outcomes in a systematic way, highlighting the main answers to the central questions about the various outcomes of settlement processes. --Publisher.

The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

Book excerpt: More than twenty million migrant workers send $40 billion to their countries of origin each year, making labor second only to oil as the most important commodity traded internationally. The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries. This collection of twelve chapters by experts in the field examines the conceptual and theoretical issues in international labor migration and looks at the relationship between migration and development in Africa, between Mediterranean countries and Europe, between Asian labor exporters and Middle Eastern importers, and the effects of emigration on Latin America and the Caribbean.
