How can European countries work together to protect and improve the current refugee and asylum system? In the light of these pressing issues, it is vital that academics and NGOs work together to promote debate, research and the publication of reliable information about migration and refugees. The migration-inducing potential of these post-Cold War developments has been a particular source of concern. This volume provides a counter-catastrophic view of developments and a more sober and balanced assessment of the challenges the United States and other industrial democracies face in the sphere of international migration than that offered in recent years. The first part is devoted to a diagnosis of the problem, revalution of the notion of a "migration crisis" by examining the likely consequences of population growth, environmental degredation, and political conflict in the developing and post-communist worlds. Special attention is also given to the manifestations of these forces in the western hemisphere where they may have direct consequences for immigration to the United States. In the second part the implications for U.S. policy are considered, ranging from promotion of democracy and development of strategies for minimizing international migrations and refugee flows to the intricacies of humanitarian relief and intervention when preventive measures prove ineffective.

The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.
