Toutefois, l'expérience prouve que la transformation d'un chercheur en entrepreneur, d'un bien public en bien privé et d'un projet intellectuel en organisation marchande compétitive, nécessite l'appui d'une structure spécifique réunissant des ressources spécialisées dédiées à l'accompagnement et à l'assistance de ce nouvel entrepreneuriat qualifié de cognitif.C'est dans cette perspective que sont nés en 1999 les incubateurs publics français organisés en pôles de sélection et d'apprentissage sur mesure. Leur caractère d'innovation organisationnelle est révélé par leur capacité spécifique à devenir des lieux d'interaction de différents savoirs formels et tacites pertinents, et à mobiliser leurs expériences ou leurs réseaux institutionnel, industriel et financier, afin d'adapter leurs expertises et conseils à la résolution des problèmes complexes suscités par chaque projet accompagné. En réduisant ainsi le gaspillage des produits de la recherche grâce à une bonne orientation des projets d'entreprises par rapport au marché, ces systèmes d'intermédiation constituent un vivier fécond permettant de multiplier des projets innovants et d'accroître leur viabilité,pour le plus grand bénéfice de l'économie et de la société.

Fearful of falling too far behind, the French government implemented a vast array of policies—from tax incentives for investing in risky high-tech start-ups to new standards for electronic signatures—designed to promote the commercialization of new economy technologies in France. The efforts have turned French innovation policy on its head. Traditional government and bank-financed research and development were replaced by private venture capital. Professionals in France's technical elite—long accustomed to a secure career track in prestigious laboratories and industrial conglomerates—began moving into risky entrepreneurial ventures. New technologies, once developed exclusively by France's national champions of the marketplace, such as Ariane, Airbus, and Renault, began to be commercialized by technology start-ups. Efforts to promote the new economy, however, have proved politically and socially contentious. Many French policymakers and public intellectuals fear that regulatory liberalization might threaten or undermine state sovereignty. Gunnar Trumbull investigates France's experience in adapting to the requirements of innovation in the new information and communications technology (ICT) sectors by focusing on events over a six-year period, from 1996 to 2002. This short stretch of time proved a crucible for French leaders and businesspeople: it saw dramatic efforts at regulatory reform; a boom in technology start-ups, venture capital, and initial public offerings; the spread of the Internet; and then a collapse in the Internet market, accompanied by a broader economic decline. The new challenges of the ICT revolution were confronted, and new policies and practices were tested and stressed. The author describes France's new technology policy as both boldly new and familiarly French. He commends the French state for continuing to play a central role in shaping France's new economy and argues that the new reforms actually reinforce the role and autonomy of the state. Acknowledging that the government's solutions have not been elegant, Trumbull asserts that they nonetheless offer a workable accommodation of French values to the requirements of competitiveness in the new economy sectors and provide a model for others. Silicon and the State provides important new insight into the way France has worked to reconcile its traditions of state engagement and social solidarity with the challenges the country faces from new economy technologies.

Book excerpt: All over the world, open innovation is emerging and requires much more interactions between different actors with different organizational cultures: large firms and SMEs (i.e. industry), universities and research institutions (i.e. academia), as well as national and regional authorities for building the legal or incentive framework of innovation (i.e government). Certainly, flows of knowledge between these three spheres, which are also known as the triple helix, have always existed; but what appears to be new in an open innovation environment is the overlapping of their missions. In many areas such multi-actor interactions with overlapping roles did not emerge spontaneously, as was the case with the United States. Based on robust cases studied by researchers and practical experiences of personnel involved in innovation at public or private institutions, this book successively discusses the policy framework in Europe and Japan, the new role for universities due to intellectual property reform or technology transfer promotion, the new challenges for firms in terms of licensing, patents, corporate venturing, including entrepreneurship, incubation, venture capital or cross-industry knowledge sharing. All issues addressed in this book are clearly those toward regional innovation policies and practices that are open in nature. It contains descriptions and analysis of the various approaches taken by industrial, governmental, and academic players in various regions of Japan (Tohoku, Tokyo) and Europe (France, Belgium). The mix of theoretical and empirical material collected in this book was first presented at an international symposium in Tokyo. The dynamics of regional innovation is an on-going issue, and we are still standing at the threshold of this field of research. It is exactly why such a book is needed now.

Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. New technologies have now reached a certain maturity. Data are available to everyone, anywhere on the planet. The number of Internet users in 2014 was 2.9 billion or 41% of the world population. The need for knowledge is becoming apparent in order to understand this multitude of data. We must educate, inform and train the masses. The development of related technologies, such as the advent of the Internet, social networks, "cloud-computing" (digital factories), has increased the available volumes of data. Currently, each individual creates, consumes, uses digital information: more than 3.4 million e-mails are sent worldwide every second, or 107,000 billion annually with 14,600 e-mails per year per person, but more than 70% are spam. Billions of pieces of content are shared on social networks such as Facebook, more than 2.46 million every minute. We spend more than 4.8 hours a day on the Internet using a computer, and 2.1 hours using a mobile. Data, this new ethereal manna from heaven, is produced in real time. It comes in a continuous stream from a multitude of sources which are generally heterogeneous. This accumulation of data of all types (audio, video, files, photos, etc.) generates new activities, the aim of which is to analyze this enormous mass of information. It is then necessary to adapt and try new approaches, new methods, new knowledge and new ways of working, resulting in new properties and new challenges since SEO logic must be created and implemented. At company level, this mass of data is difficult to manage. Its interpretation is primarily a challenge. This impacts those who are there to "manipulate" the mass and requires a specific infrastructure for creation, storage, processing, analysis and recovery. The biggest challenge lies in "the valuing of data" available in quantity, diversity and access speed.
