Book excerpt: Tower and Slab looks at the contradictory history of the modernist mass housing block - home to millions of city dwellers around the world. Few urban forms have roused as much controversy. While in the United States decades-long criticism caused the demolition of most mass housing projects for the poor, in the booming metropolises of Shanghai and Mumbai remarkably similar developments are being built for the wealthy middle class. While on the surface the modernist apartment block appears universal, it is in fact diverse in its significance and connotations as its many different cultural contexts. Florian Urban studies the history of mass housing in seven narratives: Chicago, Paris, Berlin, Brasilia, Mumbai, Moscow, and Shanghai. Investigating the complex interactions between city planning and social history, Tower and Slab shows how the modernist vision to house the masses in serial blocks succeeded in certain contexts and failed in others. Success and failure, in this respect, refers not only to the original goals – to solve the housing crisis and provide modern standards for the entire society – but equally to changing significance of the housing blocks within the respective societies and their perception by architects, politicians, and inhabitants. These differences show that design is not to blame for mass housing’s mixed record of success. The comparison of the apparently similar projects suggests that triumph or disaster does not depend on a single variable but rather on a complex formula that includes not only form, but also social composition, location within the city, effective maintenance, and a variety of cultural, social, and political factors.

Through the state-sanctioned construction of mass housing and development of towns on the outskirts of existing cities, a new world materialized where sixty years ago little more than cabbage and cottages existed. Known as the banlieue, the suburban landscapes that make up much of contemporary France are near-opposites of the historic cities they surround. Although these postwar environments of towers, slabs, and megastructures are often seen as a single utopian blueprint gone awry, Kenny Cupers demonstrates that their construction was instead driven by the intense aspirations and anxieties of a broad range of people. Narrating the complex interactions between architects, planners, policy makers, inhabitants, and social scientists, he shows how postwar dwelling was caught between the purview of the welfare state and the rise of mass consumerism. The Social Project unearths three decades of architectural and social experiments centered on the dwelling environment as it became an object of modernization, an everyday site of citizen participation, and a domain of social scientific expertise. These stories have become pressing in the aftermath of the recent wave of terrorist attacks in France. The French banlieues are some of the most prominent and infamous examples of urban neighborhoods affected by vandalism, rioting, criminality and chronic poverty. Based on extensive ethnographic research, the book explores the making of the French suburban crisis as constituted both externally (by state actors) and internally, by young people at the street corner. It reveals how the French state’s understanding of banlieue violence, and subsequent policy measures, contribute to the creation and hardening of boundaries between "us" and "them". The book takes the reader on a journey from the city center of Paris to the heart of neighborhood 4000sud. It unveils how young suburban residents try to cope simultaneously with the negative images imposed on them from the outside, and the disciplinary expectations of their peers on the street. In search for identity and dignity they navigate life through diverging strategies: they escape the neighborhood, contest stereotypical images through (violent) protest, or confirm and act out the image of "gangster from the ghetto". Drawing on Urban Sociology, Human Geography, and Cultural Anthropology, this book offers new analytical vocabularies to understand the connections between place-making processes, social identity dynamics and violent performances. The book is written for a broad audience of students, scholars and policy makers interested in contemporary (sub)urban violence in Europe.

The first part of the book examines the scale of transformation, showing how architecture and urbanism both served the cause of modernisation and shaped the identity of the new France. Mainstream modernism was co-opted to the service of the state, from major public buildings to Gaullist plans for the transformation of Paris to establish the city as the ‘capital’ of Europe. By contrast, the second part of the book explores the critique of state-sponsored modernisation by radical architects from Le Corbusier to the young Turks of the 1960s such as Georges Candilis and the students who attacked the banality of mainstream modernism and its inability to address the growing problems of France’s cities. Following May 1968, the Beaux-Arts was closed, the Grand Prix de Rome, symbol of the old order, abolished – for a while the establishment might continue as before, but progressive architecture was set on a new course. Beautifully illustrated and written to be accessible to all, the book sets the discussion of architecture and urbanism in its social, political and economic contexts. As such, it will appeal both to students and scholars of the history of architecture and urbanism and to those with a wider interest in France’s post-war history.

Artists and collectives such as Daniel Buren, André Cadere, the Groupe de Recherche d’Art Visuel, and the Collectif d’Art Sociologique shared an opposition to institutional hegemony by adapting their works to unconventional spaces and audiences, asserting artistic autonomy from art institutions, and embracing interdisciplinarity. In showing how these artists used art to question what art should be and where it should be seen, Woodruff demonstrates how artists challenged and redefined the art establishment and their historical moment.

Book excerpt: Anticommunism in French Society and Politics, 1945-1953 evaluates the prevalence of anticommunism among the French population in 1945 to 1953, and examines its causes, character, and consequences through a series of case studies on different segments of French society. These include the scouting movement; family organisations; agricultural associations; middle-class groups; and trade unions and other working-class organisations. Aaron Clift contends that anticommunism was more widespread and deeply rooted than previously believed, and had a substantial impact on national politics and on these social groups and organisations. Furthermore, he argues that the study of anticommunism allows us a deeper understanding of the values they regarded as the most important to defend. Although anticommunism was a diverse phenomenon, this work identifies common discourses, including portrayals of communism as a threat to the nation; the colonial empire; the traditional family; private property; religion; the rural world; and Western civilisation. It also highlights common aims (such as the rehabilitation of wartime collaborators) and tactics (such as the invocation of apoliticism). While acknowledging the importance of the Cold War, it rejects the assumption that anticommunism was an American import or foreign to French society and demonstrates links between anticommunism and anti-Americanism. It concludes that anticommunism drew its strength from the connection or even conflation of communism with perceived negative social changes that were seen to threaten traditional French civilisation, interacting with the postwar international and domestic environment and the personal experiences of individual anticommunists.

Established in the wake of World War II to facilitate the reconstruction and expansion of cities, this planning program led to the evolution of large suburban housing estates plagued by inter/intra family conflict, juvenile delinquency, and other social difficulties, which sociologists connected to poor planning and design. Critics began calling for the democratization of planning to remedy design problems, and the government of Charles de Gaulle started reforming planning procedures in the late 1950s and early 1960s. This book moves beyond technical and political issues to explore forces of religion, gender, and class that affected planning practices. Key critics and state officials emerged from the Catholic Left. Some were women from working-class backgrounds, and they manipulated gender stereotypes to insert working- and middle-class women into the design process. Sometimes in opposition, but often together, these reformers initiated the most significant change of architectural and urban planning until the introduction of François Mitterrand's decentralization reforms in the 1980s.
