Book excerpt: Le continent africain est entouré de vastes espaces maritimes (océans Atlantique et Indien, mers Rouge et Méditerranée) où abondent d’importantes ressources halieutiques et minérales d’autant plus précieuses que l’économie y est fragile et en proie à de nombreuses difficultés : pêche illégale, migrations clandestines, changements climatiques, hausse du niveau des mers, pollution, immobilisation et arraisonnement de navires étrangers, piraterie, terrorisme. Et c’est sans compter les différends concernant des frontières terrestres non entièrement démarquées qui exacerbent les conflits entre États à côtes adjacentes. Nonobstant ces problèmes, l’Afrique demeure dans la moyenne de l’ensemble des continents avec une proportion de 42% de ses 71 frontières maritimes d’ores et déjà délimitées par voie bilatérale ou par recours à un tribunal. Ce qui peut contribuer non seulement à la sécurité et à la paix régionales mais aussi à l’exercice ordonné des juridictions respectives, notamment sur la zone économique exclusive et le plateau continental, conformément aux dispositions de la Convention des Nations Unies sur le droit de la mer.
