En traquant les erreurs commises par les deux camps, ce livre vise à explorer la rationalité des acteurs. Car les décisions prises par les dirigeants politiques ou les chefs militaires reposaient sur un ensemble de paramètres qu'il importe de décrire, afin de comprendre pourquoi ils menèrent à l'échec. Les stratégies se fondaient sur des informations parfois imparfaites, sur des moyens souvent limités, sur des hypothèses par moment fallacieuses. Les histoires de cas documentées s'efforcent de couvrir les expériences pratiques liées à un ou plusieurs des points suivants : a) Méthodes d'amélioration de la qualité et de la fiabilité de l'information. b) Techniques de traitement et de représentation des données. c) Analyses diagnostiques efficaces pour déterminer les modèles de comportement. d) Systèmes de surveillance dédiés pour l'optimisation de la maintenance, de la réhabilitation et des autres coûts du cycle de vie. e) Impact de la surveillance sur la prévention des incidents et des ruptures de barrage. f) Aperçu des systèmes de gestion de la surveillance des barrages. Les histoires de cas couvrent une grande variété d'aspects techniques et traitent de réussites mais aussi d'incidents, dont certains avec des conséquences catastrophiques. Le cadre temporel s'étend sur 70 ans : de l'époque de la Seconde Guerre mondiale à nos jours. Le but est d'apprendre de ces expériences pratiques, pas de critiquer les individus impliqués, qui ont dû travailler avec les techniques et les règles de pratique disponibles à l'époque. Book excerpt: The changing character of the IAU General Assemblies becomes most clear from a comparison of the agenda of the Brighton meeting with that of one of the earlier meetings. The fourth General Assembly (Cambridge Mass. , 1932) had about 240 participants, registered guests included, the Brighton meeting had about 2300 people attending. The Cambridge meeting lasted 5, working days, of which, however, three half days were exclusively devoted to excursions, leaving four real meeting days. At that time the nearly 30 commissions had each only one meeting, during part of a morning or afternoon; some commissions did not meet at all. There was one public lecture, by Sir Arthur Eddington, on 'The Expanding Universe'. Most of the small European countries were represented by two or three delegates only, but the delegations of France and Great Britain were composed of 20 and 18 scientists respectively; at that time there were only two delegates from Germany. After the Brighton General Assembly, with about 200 commission meetings - one commission met eleven times! - six Joint Discussions, four Invited Discourses, a Special Meeting and hardly time for excursions, there were a few complaints about too many overlapping meetings.
