Available in PDF, EPUB and Kindle. Book excerpt: L'objectif poursuivi dans cette thèse consiste à apprécier les effets des réformes ferroviaires. Sur la base des résultats produits dans les deux pays (le Japon et la Suède) présentant différentes modalités de réforme en terme de régime de propriétés et d'organisation de l'infrastructure, nous avons analysé : 1) l'image des réformes sur les chemins de fer et 2) le lien entre telles réformes et la performance. Pour l'impact des réformes, nous avons estimé leurs effets " nets " dans chacun des deux pays, à travers cinq prismes : 1) la structure de production, 2) l'activité de transport, 3)la structure de coût, 4) la situation financière et 5) le lien avec l'Etat. Ensuite, nous avons évalué séparément pour chacun des deux pays l'efficience technique et la profitabilité, en utilisant une méthode DEA / AR avec facteurs exogènes. Les mesures de productivité de Malmquist des deux pays sont comparées avec celle des autres pays n'ayant pas mis en place de réforme, afin d'évaluer l'avantage de telles références. Les résultats font ressortir qu'une réforme ferroviaire n'accroît pas nécessairement la performance, et notamment qu'une réforme telle qu'elle réalise simplement la séparation de la gestion de l'infrastructure et la gestion de l'exploitation des services ferroviaires ne permet pas d'entraîner une progression de la performance. La différence significative dans les gains de performance dans les deux pays indique que les modalités de réforme affectent de manière importante la progression de la performance. La conséquence de la réforme en Suède invite également à interroger l'effet de la séparation de l'infrastructure et de l'exploitation. La séparation organique a contribué à la croissance supplémentaire de l'efficience, avec un niveau un peu moins de trois fois inférieures à celui enregistré au Japon. Ce faible effet indépendant du régime de propriété, ne semble pas donner une raison suffisante pour que la séparation de l'infrastructure et de l'exploitation puisse accroître de la performance. Les résultats de ce travail contribuent au débat sur les effets des réformes ferroviaires et permettent de reconsidérer les limites des explications théoriques. Le facteur trouvé dans ce travail c'est à dire une " volonté politique " pour créer une condition initiale en faveur de la réalisation des gains de performance, est celui qui était ignoré par les théories et travaux précédents sur le sujet. La supériorité des gains de performance observée au Japon, indépendamment de modalité de réforme adoptée, montre clairement l'importance de telle " volonté politique " afin de réussie la réforme ferroviaire.

Using data from the archives of the Venetian Terraferma, and compared with information available for elsewhere in Europe, Guido Alfani and Matteo Di Tullio demonstrate that the rise of the fiscal-military state served to increase economic inequality in the early modern period. Preindustrial fiscal systems tended to be regressive in nature, and increased post-tax inequality compared to pre-tax - in contrast to what we would assume is the case in contemporary societies. This led to greater and greater disparities in wealth, which were made worse still as taxes were collected almost entirely to fund war and defence rather than social welfare. Though focused on Old Regime Europe, Alfani and Di Tullio's findings speak to contemporary debates about the roots of inequality and social stratification.

Book excerpt: The Violence of Modernity turns to Charles Baudelaire, one of the most canonical figures of literary modernism, in order to reclaim an aesthetic legacy for ethical inquiry and historical critique. Works of modern literature are commonly theorized as symptomatic responses to the trauma of history. In a climate that tends to privilege crisis over critique, Debarati Sanyal argues that it is urgent to rethink literary experience in terms that recall its contestatory potential. Examining Baudelaire's poems afresh, she shifts the focus of critical attention toward an account of modernism as an active engagement with violence, specifically the violence of history in nineteenth-century France. Sanyal analyzes a literary current that uses the traditional hallmarks of modernism—irony, intertextuality, self-reflexivity, and formalism—to challenge the historical violence of modernity. Baudelaire and the committed ironists writing in his wake teach us how to read and resist the violence of history, and thereby to challenge the melancholy tenor of our contemporary "wound culture." In a series of provocative readings, Sanyal presents Baudelaire's poetry as an aesthetic form that contests historical violence through rhetorical strategies of complicity, counterviolence, and critique. The book develops a new account of Baudelaire's significance as a modernist by dislodging him both from his traditional status as a practitioner of "art for art's sake" and from his more recent incarnation as the poet of trauma. Following her extended analysis of Baudelaire's poetry, Sanyal in later chapters considers a number of authors influenced by his strategies—including Rachilde, Virginie Despentes, Albert Camus, and Jean-Paul Sartre—to examine the relevance of their interventions for our current climate of trauma and terror. The result is a study that underscores how Baudelaire's legacy continues to energize literary engagements with the violence of modernity.
