La génétique, l'anthropologie, les textes sacrés... le confirment amplement. Hier encore, les Wisigoths, les Vandales, les Mongols, etc., déferlaient par vagues sur l'Europe. Aujourd'hui, des étrangers de toute part affluent en Europe. Faut-il s'en étonner, alors que la misère gagne et que des pays, en particulier d'Afrique, sont à la dérive ? Faut-il avoir peur de ces nouveaux " barbares " qui frappent à nos portes, alors que l'Europe a été un métissage ininterrompu de peuples et de cultures ? Tout en dressant le bilan de la politique européenne d'immigration, ce livre s'interroge sur la pertinence d'une telle politique commune, essentiellement sécuritaire, opérant par déplacement des frontières et transfèrement d'une partie des charges aux États tiers d'origine ou de transit des immigrés. On pourra certes continuer d'ériger des barrières aux frontières, de réprimer l'aide à l'immigration " clandestine " ou d'organiser des " charters de retour ", tout ceci paraît d'une efficacité limitée, face à un exode, nourri par la sécheresse, la misère, les dictatures et les guerres qui en découlent. Les digues mises en place résisteront-elles à ce déferlement humain ? Peut-on demander l'aide des dirigeants des États pour contenir ces " marées humaines " ? Ceux-là mêmes qui ont intérêt à encourager leur population à partir, notamment la partie la plus instruite et la plus contestataire, afin de sauvegarder et consolider leur pouvoir. Car l'émigration sert aussi les pouvoirs en place. Existe-t-il une politique idoine ? Au lecteur de cet ouvrage de se forger sa propre opinion. Le présent ouvrage est l'aboutissement d'un colloque organisé à l'Université François Rabelais de Tours en 2008.

Book excerpt: Pour comprendre le processus de recherche d'une politique migratoire commune en Europe, nous avons étudié la formation de l'Etat-Nation en France et en Espagne pour déceler l'élaboration de la vision de l'étranger par la population et les éléments structurants des politiques d'immigration de fait ou de droit dans le cadre " non harmonisé " de l'Union européenne (pertinence de modèles migratoires dans le contexte actuel de la mondialisation et blocages des états membres à l'harmonisation européenne). Nous avons analysé les parcours d'intégration et les effets des systèmes d'accueil sur la migration africaine pour en saisir les distorsions et les manipulations. Nous avons étudié si (et comment) les pays d'origine pouvaient participer à la cogestion des flux migratoires afro-européens (analyse des discours tenus dans les pays du sud et des conditions et instruments dont disposent les décideurs des pays d'émigration pour élaborer et évaluer les politiques migratoires). Cette analyse aborde le sujet de manière pluridisciplinaire (sociologie et sciences politiques) et dans la totalité du processus (les pays d'origine et les pays d'accueil des flux migratoires en égalité d'importance). Les migrants d'Afrique subsaharienne devront évoluer dans ce nouveau cadre de négociation des politiques migratoires, mais ne changerons pas leurs logiques de constitution de réseaux migratoires qui est déjà transnationale. Cependant, de nouvelles logiques de réinsertion dans les pays d'origine, à travers la participation dans les politiques locales et régionales vont réorienter la stratégie des migrants pour leur retour et le maintien des liens avec le pays d'origine. Les organisations de migrants de l'extérieur commencent à gagner de l'importance comme acteurs décisifs, intermédiaires entre les institutions politiques et les réseaux de migrants (souvent peu coordonnées entre elles, ont des difficultés de communication avec les pays d'origine et ne sont pas à l'abri d'affaires de corruption et d1ntérêts politiques spécifiques).

Book excerpt: Despite the fact that the majority of emigration today originates in the global south, most research has focused on the receiving states of Europe and North America, while very little attention has been paid to the policies of the sending states toward emigration or toward their nationals abroad. Taking the country cases of Morocco, Tunisia, Lebanon and Jordan, this work explores the relationship between the government of the sending states, the outmovement of their citizens and the communities of expatriates that have developed. By focusing on the evolution of government institutions charged with various aspects of expatriate affairs, this work breaks new ground in understanding the changing nature of the relationship between expatriates and their home state. Far from suggesting that the state is waning in importance, the conclusions indicate that this relationship provides evidence both of state resilience and of new trends in the practice of sovereignty.
