Libéral à l'origine, il a subi les assauts répétés des politiques de maîtrise de flux migratoires. Par ailleurs ce statut se caractérise par une extrême précarité : difficultés pour obtenir le renouvellement du titre en cas de ressources insuffisantes ou d'échecs répétés dans les études, travail soumis à autorisation, quasi impossibilité de changer de statut... Ce cahier juridique a pour objectif de permettre aux étudiants qui ne sont pas des ressortissants de pays membres de l'Union européenne, mais également aux personnes qui les aident, de connaître précisément la réglementation qui leur est applicable. Il retrace l'ensemble du parcours administratif imposé à l'étranger, des formalités préalables à l'inscription dans le pays d'origine jusqu'à l'obtention ou au renouvellement du titre de séjour en France. Il précise également dans quelles conditions un étudiant étranger peut travailler pendant ses études, changer de statut ou accéder à la nationalité française. Enfin, les principaux textes qui définissent le statut des étudiants étrangers en France y sont rassemblés ;, ainsi que des modèles de recours permettant aux intéressés de contester un refus de visa ou de renouvellement de titre de séjour.

Book excerpt: This book, which draws on a rich array of primary sources and archival materials, offers the first major appraisal of French responses to the Jewish refugee crisis after the Nazi seizure of power in 1933. It explores French policies and attitudes toward Jewish refugees from three interrelated vantage points: government policy, public opinion, and the role of the French Jewish community. The author demonstrates that Jewish refugees in France were not treated in the same manner as other foreigners, in part because of foreign policy considerations and in part because Jewish refugees had a distinctive socioeconomic profile. By examining the socioeconomic and political factors that informed French refugee policy in the 1930's, the author presents overwhelming evidence that Vichy's anti-Jewish measures were not merely the work of a few antisemitic zealots in the administration, nor did they stem solely from the desire of Marshal Pétain's government to find scapegoats for the military defeat of 1940. Rather, they enjoyed widespread popular support, not only from far-right organizations but also from a host of middle-class professional associations and their members (doctors, lawyers, merchants, and artisans) who perceived Jews as a competitive threat. The author also sheds new light on Jewish political behavior in the 1930s. She demonstrates that the French Jewish community was sharply divided over the proper approach to the refugee crisis. While some Jewish leaders pressed for a hard-line policy, others worked assiduously to provide the refugees relief and to persuade the government to pursue a more liberal refugee policy. Thus the author refutes claims that the native French Jewish elite was overwhelmingly unsympathetic to the refugees because of fear that an influx of refugees would provoke an antisemitic backlash. While this book reveals the extent to which anti-refugee attitudes and policies in the 1930's paved the way for Vichy's anti-Jewish policies, it also highlights significant discontinuities between the refugee policies of the Third Republic and those of the Vichy regime.

Book excerpt: In the 1930s, the French Third Republic banned naturalized citizens from careers in law and medicine for up to ten years after they had obtained French nationality. In 1940, the Vichy regime permanently expelled all lawyers and doctors born of foreign fathers and imposed a 2 percent quota on Jews in both professions. On the basis of extensive archival research, Julie Fette shows in Exclusions that doctors and lawyers themselves, despite their claims to embody republican virtues, persuaded the French state to enact this exclusionary legislation. At the crossroads of knowledge and power, lawyers and doctors had long been dominant forces in French society: they ran hospitals and courts, doubled as university professors, held posts in parliament and government, and administered justice and public health for the nation. Their social and political influence was crucial in spreading xenophobic attitudes and rendering them more socially acceptable in France. Fette traces the origins of this professional protectionism to the late nineteenth century, when the democratization of higher education sparked efforts by doctors and lawyers to close ranks against women and the lower classes in addition to foreigners. The legislatively imposed delays on the right to practice law and medicine remained in force until the 1970s, and only in 1997 did French lawyers and doctors formally recognize their complicity in the anti-Semitic policies of the Vichy regime. Fette's book is a powerful contribution to the argument that French public opinion favored exclusionary measures in the last years of the Third Republic and during the Holocaust.
