Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

The policies, sources of financing, and resource use that have contributed to China's successes are cited, and the evolution of several influences on health from outside the sector are discussed, including nutritional improvements, greater access to clean water and sanitary waste disposal, and fertility reduction. Two major challenges now face China's health sector: (i) extending the methods that have been successful to areas where mortality rates and deaths due to infectious diseases remain high; and (ii) developing and implementing approaches to management of chronic disease that combine prevention, low-cost treatment, rehabilitation, and humane care. Major innovation will be essential because resources are limited and plans for meeting the health needs of the population are ambitious. Institutions capable of innovation, experimentation, and analysis of public health problems must be developed. The report includes discussion of specific issues in the sector.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Coral reef managers and government officials trying to save their valuable national resources have turned to research on coral reefs for help. The research presented in this publication merits a great deal of notice because the output is useful for decision support and training tools in integrated coastal zone management (ICZM). The work on cost-effectiveness analysis has developed integrated economic and ecological models, relying extensively on fuzzy logic procedures to model impacts and effects of interventions within the reef environment. By contrast, the marine system valuation work provides economic valuations of coral reefs, demonstrating the use of different modeling methods and treating key policy issues within this context. Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.

The field work is carried out between 1969 and 1971 using combined anthropological and quantitative methods. This book is composed of 10 chapters and begins with an overview of the theoretical concepts essential for an adequate comprehension of the later chapters, followed by a summary of the development and evolution of Mexico City as they relate to Cerrada del Cóndor. Considerable chapters examine the migration process, the economy, the family and kinship patterns, and the reciprocity networks and associated mechanisms of survival value in the shantytown. The remaining chapters discuss some of the relevant theoretical points raised by the findings, including the reciprocity, the confianza concept, and the importance of informal economic exchange in complex urban societies. This book will prove useful to economists, anthropologists, social scientists, and researchers.
