Book excerpt: This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens and institutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

Book excerpt: After Algeria’s president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak (“movement”) continued to protest the country’s inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as “governance by catastrophization,” he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government’s portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. Based on extensive fieldwork and theoretically novel, The Suspended Disaster sheds new light on the political, economic, and social processes underlying an uprising that changed the face of Algerian politics.

En meme temps, des evaluationsscolaires comparables sur le plan international montrent que les competences disponibles dans de nombreux pays a revenu intermediaire sont nettement inferieures a ce que ces pays ambitionnent. Et trop souvent, ces lacunes sont cachees - par consequent, pour faire face a la crise de l'apprentissage, il est crucial de commencer par la mettre en lumiere en ameliorant l'evaluation des acquis des eleves.Comment mettre l'ecole au service de l'ensemble des apprenants ? Les travaux de recherche sur le cerveau, l'innovation pedagogique et la gestion des etablissements scolaires, entre autres, ont identifie des interventions qui favorisent l'apprentissage en faisant en sorte que les apprenants soient mieux prepares, que les enseignants soient a la fois competents et motives, et que d'autres moyens soient mis en oeuvre pour soutenir larelation entre l'enseignant et l'apprenant.Comment faire en sorte que le systeme favorise l'apprentissage ? Pour realiser les objectifs d'apprentissage a travers le systeme educatif dans son ensemble, il ne suffit pas de transposer a plus grande echelle les interventions efficaces. Les pays doivent aussi surmonter des obstacles techniques et politiques en ayant recours a des outils de mesure et indicateurs suffisamment parlants pour mobiliser les acteurs concernes etsuivre les progres, en formant des coalitions au service de l'apprentissage et en adoptant une approche de reforme evolutive.

Book excerpt: As the world approaches the 2015 deadline for achieving the Millennium Development Goals (MDGs), which include a goal of reducing the proportion of hungry people by half, the 2010 Global Hunger Index (GHI) offers a useful multidimensional overview of global hunger. The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious. The GHI captures three dimensions of hunger: insufficient availability of calories, shortfalls in the nutritional status of children, and child mortality. Accordingly, the Index includes the following three equally weighted indicators: the proportion of people who are undernourished, as estimated by the Food and Agriculture Organization of the United Nations (FAO); the prevalence of underweight in children under the age of five, as compiled by the World Health Organization (WHO); and the under-five mortality rate, as reported by the United Nations Children's Fund (UNICEF). The 2010 Index reflects data from 2003 to 2008, the most recent global data available on the three GHI components.
