La levée du verrou étatique sur l'action extérieure des collectivités territoriales, l'encouragement des instances communautaires, la prise de conscience du rôle de la culture dans le développement des territoires frontaliers et de la nécessité d'actions binationales concertées, concourent conjointement à l'essor de la coopération culturelle transfrontalière, comme en témoignent les multiples initiatives franco-espagnoles. Le franchissement des frontières auxquelles est assigné un rôle de contact interculturel et non plus de différenciation entre deux systèmes culturels nationaux, la sélection des partenaires et des secteurs en fonction des enjeux territoriaux (identitaires, économiques et politiques), l'invention de modalités de coopération sont autant d'éléments de rupture avec le modèle traditionnel de relations culturelles internationales. La réactivation du " fait culturel frontalier " induit par cette coopération et les recompositions territoriales qui en découlent, remettent en cause le principe de territorialité, fondement des souverainetés étatiques et du monopole des Etats, tels que conçus par le droit international public. Il ne s'agit plus de " sauter " les frontières mais de s'y ancrer pour en faire une zone privilégiée d'inscription d'une nouvelle catégorie d'action publique que caractérisent une configuration polycentrique du système d'acteurs, des processus permanents de négociations et d'échanges politiques, sur la scène locale, nationale et européenne.

Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest.
