Book excerpt: Adopted in 2007, the UN Declaration on the Rights of Indigenous Peoples establishes self-determination--including free, prior, and informed consent--as a foundational right and principle. Self-determination, both individual and collective, is among the most important and pressing issues for Indigenous women worldwide. Yet Indigenous women's interests have been overlooked in the formulation of Indigenous self-government, and existing studies of Indigenous self-government largely ignore issues of gender. As such, the current literature on Indigenous governance conceals patriarchal structures and power that create barriers for women to resources and participation in Indigenous societies. Drawing on Indigenous and feminist political and legal theory--as well as extensive participant interviews in Canada, Greenland, and Scandinavia-- this book argues that the current rights discourse and focus on Indigenous-state relations is too limited in scope to convey the full meaning of "self-determination" for Indigenous peoples. The book conceptualizes self-determination as a foundational value informed by the norm of integrity and suggests that Indigenous self-determination cannot be achieved without restructuring all relations of domination nor can it be secured in the absence of gender justice. As a foundational value, self-determination seeks to restructure all relations of domination, not only hegemonic relations with the state. Importantly, it challenges the opposition between "self-determination" and "gender" created and maintained by international law, Indigenous political discourse, and Indigenous institutions. Restructuring relations of domination further entails examining the gender regimes present in existing Indigenous self-government institutions, interrogating the relationship between Indigenous self-determination and gender violence, and considering future visions of Indigenous self-determination, such as rematriation of Indigenous governance and an independent statehood.

This book develops a typology of different kinds of gendered electoral financing schemes and builds theories about its causes and consequences. By comparing how gendered electoral financing affects political recruitment processes in both established and emerging democracies, the authors identify whether and how the funding mechanisms incentivize a shift in political behavior. Gendered Electoral Financing is a timely, informative and well-written book that does an excellent job of explaining, in language accessible to students and researchers alike, the cost of elections, gender imbalance in political office and the effects of financial incentive mechanisms to increase women’s representation in politics.

In Diplomacy and the Arctic Council Danita Burke argues that the Arctic Council is a club: a group of states that mutually benefit from voluntary collaboration and that use the forum as a vessel to help define and guide the parameters of their cooperation. How the club members identify and address challenges reflects power relations among them, which vary depending on the topic under discussion or debate. Providing insight into the daily practices of the Arctic Council and the relative status of its member states, Burke seeks to understand why major international events, such as the 2014 Russian-Ukrainian conflict over the Crimea region, do not deter the Arctic countries from cooperating. The author posits that the Arctic Council's club structure and its strategy of practising and projecting unity have allowed it to weather the storm of international conflicts involving its core membership. Adopting a contrary approach, this book represents a theoretical exploration to show that, in the domain of technological development, there are significant margins for manoeuvre in which to recuperate and valorise human and social action, in order to envisage a better democratisation of technology. Primary focus is placed on open source, as potentially paving the way to a new participatory model of technology. This model makes so-called ‘technical code’ an open entity in which it is possible to realise creative processes, including those of re-appropriation designed to re-invent used technologies.
